Vehicle Scale Testing Services

This Request for Proposal (RFP) announces the intent of the County of Mendocino to contract with a Scale Company to provide a Rolling Standard and staff to assist the County in inspecting Vehicle Scales in Mendocino County for one fiscal year, 2026/27, with the option of extending the contract for two additional fiscal years, 2027/28, and 2028/29.

The purpose of the RFP is to provide a rolling standard weight truck (minimum weight cart capacity of 20,000 lbs. for scale section testing and a total weight truck and cart test weight of 55,000 lbs.) and scale company staff to operate the rolling standard (weight cart and weight truck). The weight standards shall have current NIST Traceability certification. The scale company and its staff shall be currently registered with the California Department of Food and Agriculture, Division of Measurement Standards (CDFA-DMS), as a Service Agency and Its Agents.

Vendors must submit four (4) copies of their proposal: three (3) complete paper copies with original Vendor signature, and one (1) complete copy on a USB Flash Drive.   The proposal must be formatted in accordance with the instructions of this RFP.  Promotional materials may be attached but are not necessary and will not be considered as meeting any of the requirements of this RFP.  Proposals must be enclosed in a sealed envelope or package, clearly marked “Mendocino County RFP No. 001-26” and delivered by 2:00 p.m. February 2, 2026, to:

Late or facsimile proposals will not be accepted.  It is the proposer’s responsibility to assure that its proposal is delivered and received at the location specified herein, on or before the date and hour set.  Proposals received after the date and time specified will not be considered.  Note: The unauthorized use of the County’s official logo is strictly prohibited.
