Part I Proposal Requirements
Section IA General Information
1. Introduction The purpose of this Request for Proposal (RFP) is to obtain, in a full and open competition,
proposals for evaluating the feasibility of transitioning to and assist with the selection of a
unified vendor for traffic signal controller hardware and software as well as for the Advanced
Traffic Management System (ATMS) utilized in Clark County by the Washington State
Department of Transportation (WSDOT), Clark County and the smaller cities.
This is a qualifications-based selection process seeking proposals that demonstrate
specialized experience, technical competence, capacity and capability to perform the services
as described herein.
This is a federally funded contract and therefore proposers must be actively registered in
the System for Award Management (SAM) at the time of proposal submission and again at
contract award, per FAR 52.204-7 and must maintain registration in SAM during contract
performance, per FAR 52.204-13. The consultant must provide evidence of SAM registration
under federal funding guidelines.
Candidates with the top scores based on the Tier 1 proposal evaluation will be asked to
participate in Tier 2 proposal evaluation interviews with County staff to determine the final
consultant selection.
Tier 2 participants are required to submit the IT Non-Functional Requirements Questionnaire.
This is a qualifications-based selection process, do not submit costs with proposal.

2. Background The Vancouver Area Smart Trek (VAST) regional partners, including WSDOT, Clark County,
the City of Vancouver, and several small cities, share a long-term goal of operating all traffic
signal controllers on a unified advanced traffic management system (ATMS). A consistent
system across jurisdictions would improve regional coordination, allowing operations engineers
to respond more quickly to changing traffic conditions, modify signal timing in real time, and

reduce driver delays. This would improve travel reliability and system efficiency, especially on
major corridors that serve disadvantaged communities and are key transit routes for C-TRAN.
Clark County currently hosts the central server for most WSDOT and all small city-owned
signals in the region. While the consultant will work primarily with WSDOT and Clark County,
input from the small cities will also be included.
The proposed Systems Engineering study will evaluate the feasibility of transitioning to a unified
vendor for both signal controller hardware and software, including an assessment of system
capabilities, interoperability, purchase and maintenance costs, technical assistance, and vendor
support. While adaptive signal control and other advanced capabilities will be considered, they
are secondary to the primary goal of achieving a stable, coordinated platform across all partners.
This work supports ongoing joint operations planning and complements the regional ITS
architecture, the VAST Regional Architecture and the Urban Freeway Corridor Operations
(UFCO) study (Exhibit B). It also lays the foundation for a joint operations center where WSDOT
would assist the city and county in managing signals during after-hours periods and major traffic
incidents.
During the Preliminary Engineering (PE) phase, the selected consultant will complete a
Concept of Operations and Systems Engineering analysis to evaluate the potential transition
to a new vendor for traffic signal controller hardware, software, and the advanced traffic
management system (ATMS). If a transition is recommended, the consultant will assist in
developing the selection criteria, reviewing the available companies / technologies and
providing a recommendation.
The City of Vancouver transitioned to a new vendor. Stakeholders have discussed alignment
with this platform.
The VAST regional partners have identified 167 signals in this regional project.
The PE Phase work will also support the development of planning-level cost estimates for
potential implementation, including equipment, software, system integration, training, and
ongoing support. Estimates will also include any costs associated with transitioning off any
software or hardware purchased on previous federally funded contracts that is still within the
usable life guidelines. These estimates will inform agency decision-making and help position
the region for future funding opportunities.
New hardware and software systems will be implemented in the future construction phase if
a new vendor is recommended.
3. Scope of Project A consultant is sought to analyze and evaluate the potential transition to a new vendor for the
Intelligent Traffic System ATMS.now Tool. We have identified:
* 101 signals in Clark County, plus the following additional signals:
* 43 WSDOT signals,
* 23 in Small Cities (Battle Ground (5); Camas (12); La Center (1); Ridgefield (2);
Washougal (3)
Total of: 167 signals.
* A System Engineering and Concept of Operations will be needed, which would be
expected to include an analysis of the current state of (Trafficware) ATMS.now,
including a comparative study of other similar technology tools available in the world
today with the best recommendation by the Engineering Consultant. Consultant should
also be prepared to assist the county in determining the best scoring criteria for judging

the vendor options. These considerations should include the compatibility with our
current devices in the field, understanding the problems, need and desired end state.
Project Requirements:
* Complete a Systems Engineering analysis to evaluate the potential transition to a new
vendor for traffic signal controller hardware, software, and the advanced traffic
management system (ATMS).
* Work with County and WSDOT and project partners to determine next steps
* Complete a Comparative Analysis of the existing ATMS vendors available who can
provide same/similar services.
* Assess compatibility with the existing field devices (CPU, associated software) as well
as current projects.
Critical Success Factors
* Consultant will successfully analyze and evaluate the potential transition to a new
vendor.
* County and Consultant will successfully engage with the various Stakeholders and
coordinate with multiple partners.
* Consultant will ensure full compliance with Federal Funding requirements.
* Consultant will keep the project within budget.
4. Project Funding This project has received federal funding through the Congestion Mitigation and Air Quality
(CMAQ) program. This project is also funded by Clark County Road funds and the Washington
State Department of Transportation (WSDOT).

There is no (zero) DBE or Federal Small Business Enterprise (FSBE) goal assigned to this
project. In the absence of a mandatory goal, this project is subject to a voluntary ten percent
(10%) Small Business Enterprise (SBE) requirement.
As part of this RFP, the consultant's System for Award Management (SAM) Unique Entity
Identifier (UEI) number or CAGE code will be required to verify eligibility under federal funding
guidelines. The UEI number and/or CAGE code must be included in the proposal.

7. Employment The Proposer, if awarded the Contract, shall register and enter into a Memorandum of
Verification Understanding (MOU) with the Department of Homeland Security E-Verify program before
execution of the Contract. The Contractor shall ensure all Contractor employees and any sub-
contractor(s) assigned to perform work under this Agreement are eligible to work in the United
States. The Contractor shall provide verification of compliance upon County request. Failure by
Contractor to comply with this subsection shall be considered a material breach.

Section IB Work Requirements
1. Required Services As part of this RFP, the consultant's System for Award Management (SAM) Unique Entity
Identifier (UEI) number and/or the CAGE code will be required to verify eligibility under federal
funding guidelines. The UEI number and/or CAGE code must be included in the proposal.
The consultants selected here will work closely with designated County personnel.
Subcontracting amongst firms is acceptable; however, a single firm must be identified as the
"prime" and proposal be presented as a joint team.
All proposed subcontracting must be identified in the proposal. Firms that do not follow this
guideline will be eliminated from consideration. Consultants are encouraged to include efforts to
recruit small business enterprises to achieve a voluntary 10% SBE participation for the project.
Following selection, the contract and subcontracts must include the necessary clauses required
by the Clark County contract (WSDOT Local Agency A&E Professional Services Negotiated
Hourly Rate Consultant Agreement).

Requirements Questionnaire (Exhibit C).
