The purpose of this RFP is to select a contractor capable and qualified to provide Odor Control Media Services. The result of this RFP will be the award and negotiation of a Services Agreement (SA). These services will be subject to the payment of prevailing wages.
Pierce County Planning and Public Works Department operates and maintains the Chambers Creek Regional Wastewater Treatment Plant (CCRWWTP) and its collection systems. To address vapor phase odor problems experienced in the collection system and at CCRWWTP, the County has installed scrubbers packed with odor control media at multiple locations/sites.
Odors associated with wastewater conveyance and treatment are complex mixtures of hydrogen sulfide, organic sulfur compounds, volatile fatty acids, acetone, formaldehyde, ammonia, and organic nitrogen compounds.
The current odor control media in use are two types of activated carbon (AC): one is a pelletized, coal-based, caustic (more specifically potassium hydroxide) impregnated AC, which is specified for its high removal capacity for hydrogen sulfide (H 2 S); and the other is a granular coconut shell AC, which is specified for its high removal capacity for volatile organic compounds (VOCs). Depending on the nature of odor problems and scrubber design, these two products are used either separately or in combination in current installations.
This solicitation significantly revises product specifications to be inclusive of all potential odor control products on the market to meet the odor control needs of Pierce County. Potential proposers are provided the options of proposing a one-product solution, two-products solution, engineered media, so long as the requirement of the minimal removal capacity for H 2 S and VOCs are met. There are two parts to this procurement, Part I, Vapor Phase Odor Control Media, and Part II, Spent Media Changeout and Disposal.
Pierce County is not looking to modify or redesign current odor control scrubbers. Any proposed solutions shall work within the confines of existing system installations.
