NOTICE OF INTENT TO SOLE SOURCE
This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive quotes/proposals. The Department of Veterans Affairs, Network Contracting Office (NCO) 22, located at 4811 Airport Plaza Drive, Long Beach, CA is issuing this Notice of Intent (NOI) to inform industry contractors of the Government s intent to execute a Sole Source Delivery Order under FAR Part 6 in conjunction with FAR part 12, specifically FAR Part 6.103-1, only one responsible source and no other supplies or services will satisfy agency requirements. The North American Industry Classification System (NAICS) for this requirement is 325412, Pharmaceutical Preparation Manufacturing. The Federal Supply Class (FSC) is 6505, Drugs and Biologicals. The Small Business Administration (SBA) size standard for this sector is 1,300 Employees.
The intended contractor is Cardinal Health 414, LLC located at 7000 Cardinal Place, Dublin, OH 43017. Place of Performance is the VA San Diego Healthcare System located at 3350 La Jolla Village Drive, San Diego, CA 92161. Period of performance is base plus option four years with dates specified below. VA San Diego Nuclear Medicine Service intends to purchase Lymphoseek in quantities listed below:

VA San Diego Healthcare System Nuclear Medicine Service requires Lymphoseek to be used for the localization of lymph nodes prior to definitive surgery and treatment of patients with melanoma or other cancers receiving services.
This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear and compelling evidence that the responding company can provide the same items/services, and that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
All inquiries and concerns must be addressed in writing via e-mail to Hestia Sim, Hestia.Sim@va.gov with RESPONSE TO INTENT TO SOLE SOURCE Lymphoseek in the subject line. All interested parties who are responsible, certified, and capable may identify their interest and may submit a capabilities statement no later than 10:00 AM Pacific Local Time March 5, 2026, to the above-mentioned point of contact. The interested parties bear full responsibility to ensure complete transmission and timely receipt. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent.
