V250 AND TMS KIT

The U.S. Army Futures Command, Combat Capabilities Development Command (DEVCOM) Aviation and Missile Center (AvMC), Prototype Integration Facility (PIF), at Redstone Arsenal, Alabama, is issuing this sources sought notice and intent to sole source as a means of conducting required market research to determine if any capable sources exist to provide a Torque Measurement System (TMS) Kit capable of testing a T408 Turbine Engine with a Variable-Geometry, Radial Outflow Compressor (VAROC) Air Dynamometer 250 (V250 Dyno). The only known capable source with access to the proprietary data necessary to provide this requirement is Concepts, NREC, the Original Equipment Manufacturer (OEM).

Based on the responses to this notice, this requirement may be set-aside for small business or procured through full and open competition. Telephone inquiries will not be accepted or acknowledged.

Interested businesses must submit an UNCLASSIFIED capability statement.

Each capability statement shall include/address at a minimum:

(1) Small/Large Business Status: A company profile to include number of employees, location(s), SAM Unique Entity Identifier (UEI), CAGE Code, and a statement regarding current small/large business status. Indicate whether your entity qualifies as a Small Disadvantaged, Small Disadvantaged Veteran Owned Small Business, Women-Owned, 8(a), Hub Zone or Service-Disabled Veteran-Owned Small Business Concern. If claiming small business status, provide an explanation of your company's ability to perform at least 50% of the work itself in terms of cost of performance.

(2) The only known capable source with the proprietary data necessary to procure this supply is the Original Equipment Manufacturer, Concepts NREC. The Government does not have access to or rights in this proprietary data sufficient to compete this requirement; however, any interested party wishing to demonstrate its capability must show that it currently possesses or has authorized access to the necessary proprietary data, or has a viable plan to obtain, generate, or otherwise secure authorized access to the necessary proprietary data from Concepts, NREC.
