Veterans Health Administration, Network Contracting Office 21, is issuing this Notice of Intent to Sole Source in order to identify any potential sources that have the resources and capabilities to provide temporary lodging for pre and post heart transplant patients. The Department of Veterans Affairs, NCO 21, in accordance with FAR 13.106-1(b)(1) (single source), intends to negotiate on a sole source basis with Navy Exchange Service Command for lodging pre and post heart transplant patients at VAPAHCS in Palo Alto, CA. The contractor s facility must be within 10 miles of VA Palo Alto Health Care System. This notice of intent is not a solicitation or request for offers. No solicitation package is available. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that the responding company can provide a lodging for pre and post heart transplant patients and/or family members and that their facility is located within 10 miles of VA Palo Alto Health Care System.
Scope of Work: The Veterans Affairs Palo Alto Health Care System (VAPAHCS) located in Palo Alto, California requires temporary lodging for veterans and families who are under the care of the VA Palo Alto Heart Transplant Program (VAPAHTP) and/or undergoing medical treatment through the VAPAHCS deemed necessary by VAPAHTP. The Contractor s facility is a non-clinical area that does not provide medical or nursing care. Veterans referred to the Contractor s facility shall be medically stable and able to care for themselves and/or family members independently. The Contractor s facility must be within 10 miles of the VAPAHCS.

Interested and Capable Vendors: Only vendors with manufacturer s approval with full authority and access to parts and software are deemed viable.
