The City of San Marcos (“the City” or “San Marcos Utilities”) invites qualified firms or individuals (“Proposers” or “Consultants”) to submit proposals to provide professional financial consulting services related to water, wastewater, and electric rate studies; cost-of-service analysis; and rate structure design. The intent of the consulting services is to independently analyze and assess the City’s current rate structure, ensuring utility rates are equitable, transparent, and sufficient in cost recovery by customer class to meet operational, capital, and financial obligations in accordance with the terms and Scope of Work specified herein.
