INVITATION TO BID
Sealed bids for DEARNG Contract No. 2026-04 - USP&FO - Partial Roof Replacement will be received
by the Delaware Army National Guard by mail or at the Security Officers Desk in the Main Lobby of the Biden
National Guard/Reserve Center, 1 Vavala Way, New Castle, Delaware 19720 until 1:00 PM local time on
July 14, 2026, at which time they will be publicly read aloud in the Multi-Purpose Room.

Bidders are required to show identification at the Guard Booth when entering the site and must sign in at the
Security Officers desk once inside. Please allow sufficient time to comply with these requirements. No
exceptions. Bidder bears the risk of late delivery. Any bids received after the stated time will be returned
unopened. N
The project is for the partial roof replacement at United State Property & Fiscal Office (USP&FO) Building
USP&FO Building in New Castle, Delaware. Scope of work includes removal of thIe existing EPDM roof down
to metal deck below. New roof assembly to be new single-ply membrDane roof assembly, including R-30
minimum tapered insulation, densglass sheathing, on existing metal deck. Replacement of roofing
accessories include, but not limited to roof drains, drip edge, curb flashing, etc.

A MANDATORY Pre-Bid Meeting will be held on June 22, 2026 at 11:00 AM local time at the United State
Property & Fiscal Office Building, 1161 River Road, New Castle, DE 19720, for the purpose of establishing
the listing of subcontractors and to answer questions. Representatives of each party to any Joint Venture

must attend the meeting. ATTENDANCE OF THIS MEETING IS A PREREQUISITE FOR BIDDING ON

THIS CONTRACT.
Sealed bids shall be mailed and addressed to the Delaware Army National Guard, 1 Vavala Way, New
Castle, Delaware 19720; ATTN: BRITTNEY POORE. The outer envelope should clearly indicate: "DEARNG
CONTRACT NO. 2026-04 - USP&FO -R PARTIAL ROOF REPLACEMENT - SEALED BID - DO NOT
OPEN."
Contract documents may be obOtained at Reprographics Center, Inc., 298 Churchmans Road, New Castle,
DE 19720, phone (302) 328-5019, upon receipt of $75.00 per electronic set, non-refundable. Checks are to
be made payable to "StudioJAED".

Enterprises (WBE) and Veteran-Owned Business Enterprises (VBE) will be afforded full opportunity to submit
bids on this contract a nd will not be subject to discrimination on the basis of race, color, national origin or sex
in considerationT of this award.
Each bid must be accompanied by a bid security equivalent to ten percent of the bid amount and all additive
alternaOtes. The successful bidder must post a performance bond and payment bond in a sum equal to 100
percent of the contract price upon execution of the contract. The Owner reserves the right to reject any or all
bids and to waive any informalities therein. The Owner may extend the time and place for the opening of the
Nbids from that described in the advertisement, with not less than two calendar days' notice by certified
delivery, facsimile machine or other electronic means to those bidders receiving plans.
