Description

The Government intends to make a limited-source award to either Motor-Services Hugo Stamp, Inc. (MSHS), Eriksen Diesel Repair, Inc., or Goltens Service Company & Goltens Houston, Inc., for overhauling USNS PECOS’s port and starboard main ship service diesel generator engine parts.

  • Motor Services Hugo Stamp (MSHS) is the Bergen OEM-Authorized parts and service provider for the Americas manufactured by Bergen Diesel Engine Parts.

  • MSC recognizes Eriksen Diesel Repair, Inc. and Goltens Service Company & Goltens Houston, Inc. as the Non-OEM authorized service and parts provider for Bergen SSDG Components manufactured by Bergen Diesel Engine Parts.

The Bergen SSDG parts installed onboard USNS PECOS are classified as “Ship Critical Safety Items”. COMSC Instruction 4490.1C establishes MSC policy in accordance with 10 USC §2319 and DFARS 209.2 for the procurement of items critical to safety on MSC ships. In general, MSC will rely on OEM Parts and service for designated ship critical safety items, following all applicable federal procurements regulations in the contracting for those parts and services. In addition, MSC will accept and review submissions from non-OEM contractors for consideration of qualification of their parts and/or services as an acceptable alternative to the OEM. The following links provide reference for COMSC Instruction 4490.1C, guidance on non-OEM contractor submission requirements for MSC qualification consideration, and a link to previously qualified non-OEM contractors:
