SCOPE OF WORK
U. S. COAST GUARD POLAR STAR SUPPORT
ADVANCE OVERHAUL ALCO ENGINE TRAINING
SECTION 1 – GENERAL INFORMATION
1.1 Scope of Work
Engine Training Service is to provide advanced hands-on ALCO Engine overhaul training for Six (6), POLAR STAR Support crewmembers 18-29 August 2025. offering advanced hands-on training by qualified factory instructors at the Fairbanks Morse Engine Factory, in Beloit, WI.

1.3 Hours of Operation
1.3.1 The contractor must perform the tasks as required by the SOW under this contract during the following hours: Monday through Friday between 8:00am and 4:00pm unless other time is specified.

1.4 Award
It is the governments’ intent to make award on the basis of Lowest Price Technically Acceptable (LPTA) offered through issuance of a firm fixed price contract.

SECTION 4 – CONTRACTOR FURNISHED ITEMS AND SERVICES
Except for those items, services, or commodities specifically stated in section 3 as government furnished, the contractor must furnish everything needed to furnish this contract according to all its terms.
SECTION 5 – SPECIFIC TASKS:
The contractor must provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to provide advanced hands-on ALCO Engine overhaul training for Six (6), POLAR STAR Support crewmembers 18-29 August 2025. Fairbanks Morse LLC is the only place in the U.S. offering advanced hands-on training by qualified factory instructors at the Fairbanks Morse Engine Factory, in Beloit, WI
5.1.1 Contractor shall provide training for ALCO overhaul class contains roughly 30% classroom and 70% hands on training, the first week of which comprises the maintenance course. The overhaul class consists of disassembly, inspections, and reassembly of the following items: cylinder heads, connecting rods and pistons, camshaft work, main bearings, engine timing, major fuel system component including the injection pumps and injectors as well as setting injection timing. Other components such as pump supports, overspeed trip, governor drive, governor, lube oil pump, and water pumps are also
included.
5.1.2 Contractor shall provide copies of test to Coast Guard Technical Representative.
5.1.3 Contractor shall provide copies of surveys to Coast Guard Technical Representative.
