This combined synopsis/solicitation for services is prepared in accordance with the format in subpart 12.6 of the Federal Acquisition Regulation (FAR) as supplemented with additional information included in this notice. This synopsis/solicitation is being advertised as Small Business Set-Aside only. This announcement constitutes the only solicitation; no separate written solicitation will be issued. The solicitation number is 70Z028-26-Q-STACRYSTALRIVER-GENERATOR. This requirement is for a firm fixed price services contract. The contract will be awarded using simplified acquisition procedures in accordance with FAR part 13.

Scope of Work
The Contractor shall provide all personnel, management, supervision, equipment, tools, and materials necessary to perform generator maintenance and testing services in accordance with the Statement of Work (SOW).
1. Routine Preventative Maintenance Services (PMS): Done in accordance with manufacturer's instructions, accepted industry standards, and specified maintenance cards (MPC/Job Plans).
2. Routine Corrective Maintenance Labor and parts: Subject to an annual cap of 20 labor hours and a Not-to-Exceed (NTE) parts limit of $5,000.00 per contract year.

Date & Time: September 1st, 2026, between 09:00 AM and 01:00 PM (0900–1300) EST.

Site Visit Policy: It is highly recommended and encouraged that a site visit is performed at the Unit to verify the requirements within the SOW and speak with the unit POC for this maintenance service. No other site visit dates will be provided.

Demonstrate technical capability, including meeting generator and ATS maintenance/testing frequencies, and proof of technician certifications (electrician/generator technician).

The completed Excel spreadsheet Generator Pricing schedule vendor fillout (specifically entering rates on both the CLIN Pricing Schedule and Base Year plus option years Equipment Detail sheets).

Past Performance: 3 recent revelant contracts with organization names, contract numbers, and point of contact.
Evaluation
1. Technical Acceptability: Meeting or exceeding all requirements in the SOW
2. Price: Base plus 4 option years
3. Past performance
The Government intends to award without discussion but reserves the right to hold discussions if necessary.
Invoicing & Billing
Invoicing must be submitted monthly in arrears via the Invoice Processing Platform (IPP) (https://www.ipp.gov).
The contractor shall not exceed the monthly fixed-price invoicing amount without prior written authorization from
the Contracting Officer.
