Mission Installation Contracting Command (MICC) Fort Knox, on behalf of U.S. Army Recruiting Command (USAREC), is requesting feedback on a proposed contract to create, coordinate, install and/or remove perforated window film graphics at U.S Army stand alone and collocated recruiting stations. USAREC anticipates the award of a single Indefinite Delivery Indefinite Quantity (IDIQ) contract with a 12 month base and two 12-month option periods for supplies (perforated window film) with ancillary services (installation and removal of window film) from which Delivery Orders will be issued. Qualified vendors are asked to review the attachments and provide responses to the questions below.
Attached documents included for review:
- Draft Statement of Work (SOW)
- Technical Exhibit A (Performance Requirements Summary) – located in SOW
- Technical Exhibit B (Deliverables Schedule) – located in SOW
- Technical Exhibit C (Current Locations and Numbers)
- Technical Exhibit D (Graphics Guidebook)
Questions for industry:
1. Does your company have the capability to produce and coordinate the installation of perforated window graphics for locations listed above? If so, what is the estimated number of recruiting stations that can completed in a 12-month period and what would be an optimal number per month?
2. What would be an “ESTIMATED” fully burdened price per square foot to conduct pre-production site survey, produce, install, and removal/disposal of any existing graphics at a single station. The average facility has approximately 240 square feet of window. This is not a Request for Quote. The estimate will be used for budgetary purposes.
3. Are there alternate pricing approaches you would recommend?
4. Do you have any comments related to the attached SOW draft?
5. What would be the anticipated lead time from issuance of order to installation of window film?
6. What is the average installation and “cure” time for window film application?
7. Are you a Small Business? If so, what socio-economic status?
