The United States Government, through the United States Forces Korea (USFK), intends to issue a solicitation for U.S. mail delivery services between the Incheon Airport Military Mail Terminal (MMT), Busan MMT, and U.S. Forces Korea (USFK) Wide Military Post Offices (MPOs). This requirement is designed to ensure the secure and efficient transportation of U.S. mail across specified locations in Korea. The contractor will be responsible for providing personnel, transportation equipment, tools, and supervision necessary to perform services such as packing and unpacking airline containers, loading and unloading mail, and transporting U.S. mail between designated locations.
The contractor must provide trucks specifically designed for hauling U.S. mail. These trucks must have lockable metal bodies, no side doors, and sufficient space to accommodate a U.S. mail guard. Additionally, the contractor will be required to provide two trucks capable of carrying airline cargo containers or pallets, as well as two 4-ton electric forklifts for loading and unloading airline containers at Incheon and Busan MMTs. The contractor will also be responsible for safeguarding U.S. mail from damage or loss during transportation, validating seals and locks on cargo compartments, and submitting required documentation, including DD Form 1372 and Postal Form 3854-A, to ensure accountability.
Daily operations will include packing and unpacking up to 40 airline containers and handling up to 2,500 mail pieces at Incheon and Busan MMTs. The contractor will also be required to unload boat mail pallets weekly, with up to 20 pallets at Incheon MMT and 15 pallets at Busan MMT. All vehicles and equipment must meet Republic of Korea (ROK) and U.S. Government operational and safety standards. Certificates of compliance and evidence of insurance coverage must be submitted annually and upon contract award.
The anticipated period of performance for this contract is one base year, with the option to extend for up to four additional one-year periods. The contract includes a phase-in period for operational readiness, which will run from January 1, 2026, to January 31, 2026. The base period will begin on February 1, 2026, and end on December 31, 2026, with option periods extending through December 31, 2030.
The services will be performed throughout Korea, including Incheon Airport MMT, Busan MMT, and USFK Wide MPOs. This contract will be a hybrid type, consisting of Firm-Fixed-Price (FFP) and Requirement-type task orders. The solicitation is expected to be issued on or about [Insert Date] and will be available on the System for Award Management (SAM) website. This acquisition is subject to the availability of funds, and the Government reserves the right to cancel the solicitation and requirement at any time. No reimbursement will be made for any costs associated with preparing a response to this notice.
