    1. INTRODUCTION
    The San Lorenzo Valley Water District (District) is requesting proposals from qualified
    consulting firms to prepare the 2025 Urban Water Management Plan Update (UWMP
    Update) in compliance with the requirements of the California Urban Water Management
    Planning Act (Water Code Sections 1061010656) and the Department of Water Resources
    (DWR) 2025 UWMP Guidebook.
    The 2025 UWMP Update will build upon the District’s existing 2020 Urban Water
    Management Plan and result in a standalone, updated plan that satisfies all statutory and
    regulatory requirements for submittal to DWR by **July 1, 2026**.
    2. BACKGROUND
    The San Lorenzo Valley Water District (SLVWD), established in 1941, serves approximately
    7,900 service connections and a population of about 23,200 across several unincorporated
    communities in Santa Cruz County, including Boulder Creek, Ben Lomond, Felton, Lompico,
    and Zayante. The District’s water supply is derived entirely from the San Lorenzo River
    watershed, utilizing a combination of surface and groundwater sources.
    SLVWD operates two primary service areas: the North Service Area (21.7 square miles) and
    the Felton Service Area (2.2 square miles). The District relies on nine active surface
    diversions, one spring, and eight active groundwater wells. Key wellfields include Quail
    Hollow, Olympia, and Pasatiempo. Water treatment is provided through the Lyon Surface
    Water Treatment Plant, Kirby Treatment Plant, and associated facilities.
    The District’s rugged topography and dispersed development result in a complex
    distribution system of thirty-six pressure zones. Storage capacity is limited, requiring near
    real-time production and treatment management. The UWMP Update will reflect these
    system characteristics and the ongoing work with the Santa Margarita Groundwater Agency
    (SMGWA) to ensure sustainable groundwater management under the Sustainable
    Groundwater Management Act (SGMA).
    3. PROJECT OBJECTIVES
    The objective of this project is to update the District’s Urban Water Management Plan to:
    - Reflect current population, demand, and supply conditions specific to the District.
    - Incorporate infrastructure improvements, conservation programs, and supply projects.
    - Ensure compliance with DWR’s 2025 UWMP submittal requirements.
    - Produce a standalone document for SLVWD that supports long-term water supply
    planning and regulatory compliance.

    4. SCOPE OF WORK
    The consultant will provide professional services necessary to complete the 2025 UWMP
    Update. Tasks include, but are not limited to:
    **Task 1 Project Management and Kick-Off**
    1.1 Conduct an initial meeting with District staff to confirm the scope, data needs, and
    schedule.
    1.2 Review the 2020 UWMP, SMGWA Groundwater Sustainability Plan, and relevant
    technical reports.
    1.3 Develop a detailed project schedule and communication plan.
    **Task 2 Data Collection and Review**
    2.1 Compile updated information on service area, population, and land use.
    2.2 Gather current supply and demand data, conservation program data, and recent capital
    improvements.
    2.3 Evaluate trends from 20192025 and identify new data gaps.
    **Task 3 Demand Projections**
    3.1 Update population and demand projections through 2045 using County General Plan
    and regional forecasts.
    3.2 Analyze historical demand by customer class and incorporate conservation and climate
    considerations.
    **Task 4 Water Supply Analysis**
    4.1 Describe and quantify surface and groundwater supplies.
    4.2 Include discussion of treatment capacity, operational constraints, and reliability.
    4.3 Evaluate potential climate change impacts on source yields.
    **Task 5 Water Shortage Contingency Plan (WSCP) Update**
    5.1 Update shortage levels to meet DWR’s six-tier standard.
    5.2 Identify response actions, triggers, and implementation measures.
    5.3 Ensure consistency with SLVWD’s drought response policies.
    **Task 6 System Reliability and Drought Risk Assessment**
    6.1 Conduct annual, single-dry, and multi-dry year reliability analyses.
    6.2 Integrate hydrologic and groundwater data.
    6.3 Prepare all required DWR tables and narratives.
    **Task 7 Draft and Final UWMP Preparation**
    7.1 Prepare Administrative Draft and Public Review Draft versions.
    7.2 Assist staff in public review and Board hearing presentation.

    7.3 Revise per comments and prepare Final Adopted UWMP.
    **Task 8 DWR Submittal and Corrections**
    8.1 Submit final plan electronically through the DWR portal by July 1, 2026.
    8.2 Address any DWR review comments and resubmit final documents.
    5. DELIVERABLES
    - Administrative Draft UWMP (Word and PDF)
    - Public Review Draft UWMP (PDF)
    - Final Adopted UWMP (Word and PDF)
    - DWR-compliant tables and online submittal package
    - Monthly progress reports and schedule updates

    6. Creative Alternatives innovative approaches or efficiencies.
    7. Proposed Fee Schedule detailed by task, including rates and not-to-exceed costs.
    8. Contractual Scope proposed scope of services and project timeline.

    The District reserves the right to select the proposal that best meets its needs, considering
    qualifications, approach, and cost. Interviews may be conducted with the highest-ranked
    firms. A contract award is anticipated in February 2026.
