Any submissions that in accodance with the above stated direction may be deemed not fully responsive and no further consideration will be given.

The work includes furnishing all plant, labor, equipment, and materials to perform miscellaneous painting repairs and incidental related work in accordance with the specifications. Painting repair work includes as described in Section 09 90 00 Paints and Coatings of this SCOPE OF WORK. Existing improvement restoration or complete reconstruction of existing historic or recent improvements is not included in this Contract for paint repairs. Paint repair work performed by the contractor shall result in a complete, functional, and suitable system. Government will not provide or furnish temporary or permanent office, storage, or staging areas on Joint Base Myer-Henderson Hall or Fort McNair outside of awarded delivery/task orders of this Contract.

Any ODCs such as scissor lifts, Boom Lifts, and tools necessary to perform this tradecraft shall be reviewed for "fair and reasonableness" for each Job Order submitted and prior to any Task Order being issued. If your company has a premium for work performed above the 20 foot height stated in the PWS it will be reviewed the same as ODCs. There is no need to submit any premiums or percentages for work of this nature.

The basis of award remains Lowest Price Technically Acceptable and is based upon pricing submitted for jobs not exceeding the 20 feet of height in the PWS. As such, the Government shall only make a determination of the lowest price technically acceptable on the 20 foot height standard.
