UP-25-001 Ultimate Urban Circulator Program Phase II and Phase III Design-Build Services

The Jacksonville Transportation Authority (“JTA”) has received an Unsolicited Proposal from Balfour Beatty Construction, LLC (herein after referred to as the “Firm”) for a progressive design-build service model related to the Ultimate Urban Circulator Program Phase II - Skyway Conversion and Phase III - Neighborhood Extension. See JTA website for more information regarding these two phases of the U2C program. The JTA in accordance with Florida Statutes, Chapter 287, Section 287.055, Consultant’s Competitive Negotiation Act (CCNA), request separately sealed Qualification Proposal and Technical Proposal.

Private entities interested in submitting a competing proposal for the referenced design-build services may submit proposals on the JTA OpenGov Procurement Portal at https://procurement.opengov.com/portal/jtafla . The JTA will accept, for sixty (60) days after the initial date of publication, other proposals for the same purpose. Competing proposals for this project must be received no later than 5:00 p.m. (ET) on October 20, 2025, on JTA OpenGov Procurement Portal. We strongly recommend that you give yourself sufficient time and at least ONE (1) day before Closing Time to begin the uploading process and to finalize your submission. Late proposals will not be accepted by JTA OpenGov Procurement Portal.
