The City of Fredericksburg recently received an Unsolicited Proposal under the Public Private Education Facilities and Infrastructure Act (âPPEAâ) for an environmental improvement from Resource Environmental Solutions, Inc. (âRESâ). The City has accepted this proposal for Conceptual Phase Review under the Cityâs PPEA Act Guidelines, and has determined to evaluate it in accordance with the Guidelines. The City may negotiate an Interim Agreement and / or a Comprehensive Agreement for the proposed project. The City will accept, for simultaneous consideration, any competing proposals that comply with City regulations under the PPEA. Interested parties should provide competing proposals to the City Managerâs Office no later than 4:30 p.m. Friday, December 12, 2025. The City Managerâs Officeâs mailing address and physical location is 715 Princess Anne Street, Fredericksburg VA 22401.The project submitted by RES may be summarized as the restoration of a creek in southeast Culpeper County, in the Rappahannock River watershed, in order to reduce sediment, nitrogen, and phosphorous in the Rappahannock River. This project assists the City in meeting the mandated Phase III requirements of the Cityâs Chesapeake Bay Total Maximum Daily Load Action Plan pollutant reduction by the permit deadline of June 2028.
