Description
The University of New Mexico (UNM or the University) will be accepting "Construction Manager at Risk”
Delivery Services (CMAR) qualification statements from licensed and experienced construction firms interested
in providing CMAR services for the construction of the UNM ROTC Center project.
The first step in the (CMAR) solicitation and award process is completing this Request for Qualifications
(RFQ). No additional information beyond a firm’s qualification to perform as (CMAR) is required at this
time. Submittals shall be in accordance with "Evaluation and Information for Qualifications and Selection
Criteria" document may be located under Buyer Attachments. A Selection Committee will review each
respondent’s Statement of Qualifications received in response to this RFQ to determine compliance with the
minimum qualifications.
The second step, utilizing the criteria set forth in "Evaluation and Information for Qualifications and
Selection Criteria" the Selection Committee will evaluate the Statements of Qualifications from the
Respondents and identify the most qualified Respondents who will then be sent a Request for Proposal (RFP)
for Fees.
At that time, the Selection Committee will evaluate the RFP submittals and conduct interviews(Step 3) with the
highest ranked Respondents.
After conducting interviews and after considering the factors listed in "Evaluation and Information for
Qualifications and Selection Criteria", the Selection Committee shall rank the Respondents and recommend
one firm for selection that it feels would be most beneficial to UNM.
Minimum Qualifications
The minimum qualifications for the CMAR Contractor:
A. A contractor’s license for the type of work to be performed, issued pursuant to the Construction
Industries Licensing Act;
B. Registration pursuant to Section 13-4-13.1 NMSA 1978; and
C. A minimum bonding capacity sufficient to bond the entire project value.
D. Additional qualifications are described in "Evaluation and Information for Qualifications and
Selection Criteria".
SCOPE OF WORK
The ROTC Center will be housed in the existing 18,700 gross square foot, three-floor plus partial basement,
free-standing, building located at 1635 Mesa Vista Road NE on the UNM Main Campus.
The University of New Mexico is planning on redeveloping the former Alpha Chi Omega Sorority House for
use and occupancy by all three branches of the UNM Reserve Officer Training Corps (ROTC).
UNM will program, design and renovate the existing building as a University-owned and developed property
with guidance and input from the UNM ROTC Commanders. The ROTC Center will allow for the strategic co-
location of program facilities for the three ROTC service units: Navy, Army and Air Force. Currently the ROTC
units occupy space in six different buildings on Main Campus.
The Project includes site improvements for utilities, service access, parking and landscaping. The renovated
building must obtain a LEED Silver V.4 certification. It will also need to meet security standards for ROTC
installations as required by the U.S. Department of Defense (DOD).
Planning, Design & Construction (PDC) has completed a Needs Assessment, to guide the design and
construction of the Project, which provides goals for the project, details about previously requested square
footage for each ROTC branch, plus features and amenities desired in the renovated building.
All building service support spaces for information technology (IT) and mechanical, electrical, and plumbing
systems (MEP) will be provided per UNM Standards and Guidelines. UNM’s goal is to incorporate sustainable
green features to the greatest extent possible even though, per Governor’s Executive Order 2006-001, this
building is to be certified as LEED Silver by the USGBC.
PROJECT INFORMATION:
UNM Planning, Design & Construction (PDC) has completed a general program, to guide the design and
construction of the Project. This document provides goals of the project; details about the features and amenities
that UNM anticipates will be included in the Project, etc.
BUDGET:
The Total Project Budget, including all hard and soft costs, is $7,514,000. The estimated Guaranteed Maximum
Price (GMP) for this Project is currently budgeted at $5,400,000 which Preconstruction Services, CMAR
Contractor Fee, General Conditions, MACC, NMGRT & Contingency.
This Project will utilize the Construction Manager at Risk (CMAR) construction delivery method.

will be available on the north and west sides of the Sorority House. UNM recommends that you consider
parking at the Sorority House and walk to the Perovich Business Center for the Pre-Proposal Conference.
