This is a Sources Sought Announcement issued by the United States Department of Agriculture (USDA) for informational and planning purposes only as part of USDA ARS market research and does not itself constitute an RFQ.
Background:
The USDA Agricultural Research Service (ARS) Eastern Regional Research Center (ERRC), Microbial and Chemical Food Safety Research Unit (MCFSRU) in in Wyndmoor, Pennsylvania has a requirement for a web-based chemical and chemical reaction research software tool for
Requirements:
Unlimited Access to Chemical Abstracts Service (CAS) Databases through SciFinder® web-based interface
The software must be capable of performing comprehensive searches of scientific journals and patent literature.
Must be able to search by whole and partial chemical structures. Software may have integrated structure-drawing tool and/or will be able to accept structures drawn with ChemDraw program.
Must be able to search by Chemical Abstracts Service (CAS) registry number and scientific, common or trade names of substances.
Must be able to filter search results for reaction type, reaction yield, number of reaction steps, reagents, products, catalysts, and solvents.
Must be able to filter reaction search results by non-participating functional groups (e.g. the searched compound has a functional group that the scientist does NOT want to be changed during the searched reaction type).
Must be able to save searches and search results with ability to set up email alerts as new references that meet search criterion are published.
Must be able to filter search results by role/properties of the searched compound- is it bioactive, is it insecticidal, is it an emulsifier, e.g.
Must be able to quickly locate and display physical properties of searched substances, like proton nuclear magnetic resonance (1H NMR) or fourier transform infrared (FTIR) spectral data.
Must be able to provide abstracts in English for references in other languages.

This Sources Sought is only for the purpose of identifying potential sources as part of USDA ARS market research. The Government does not intend to make an award based on responses to this inquiry. This notice does not constitute a commitment by the Government.
Responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible.
The purpose of this notice is to obtain information regarding the availability and capability of qualified sources including any Small Businesses; HUBZone small business; service-disabled, veteran-owned small business; 8(a) small business; veteran-owned small business; woman-owned small business; or small disadvantaged businesses. Please state if you are a large business or a small business according to the NAICS code listed in this Sources Sought.
All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.
Any organization responding to this notice should ensure that its response defines how it can specifically meet the specifications for the items requested. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After reviewing the responses received, a Combined Synopsis solicitation notice may be published on Sam.gov.
