NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT
The below notice is prepared in accordance with FAR 5.207(a) addressing 5.207(c)(15), reason for lack of competition:
The Defense Contract Management Agency (DCMA) Procurement Center, located at 3901 Adams Avenue, Fort Gregg-Adams, Virginia, 23801, intends to award a sole source firm fixed price contract to the University of North Carolina’s Kenan—Flagler Business School’s Executive Development, 300 Kenan Center Drive, Chapel Hill, NC 27599 for the Understanding Defense Industry Senior Leader Course. This requirement is classified under North America Industry Classification System (NAICS) 611310 Colleges, Universities and Professional Schools, with a size standard of $34.5 million. The Product Code (PSC) is U005 Education/Training – Tuition/registration/Membership Fees. This will be a Firm-Fixed Price (FFP) contract with a one-year base period of performance from April 1, 2025 through March 31, 2026 plus four one-year option periods from April 1, 2026 through March 31, 2030.
This is a sole source notice published for informational purposes only. The Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 1901, as prescribed in FAR 13.501(a), Sole Source (including Brand Name).
The purpose of this document is to provide a Justification for an Exception to Fair Opportunity for the University of North Carolina's (UNC) Kenan-Flagler Business School's Executive Development Understanding Defense Industry course. It is an immersive experience specifically designed to educate senior leaders on understanding defense industry mindset, motivations, behaviors and to provide frameworks, toolkits and thought leadership that are immediately applicable to leadership functions. Critical finance principles that influence defense markets, defense industry priorities, negotiation skills, defense contractor behavior and analysis, Capitol Hill perspective of Defense Contract Management Agency (DCMA) contracting challenges, small business concepts/deep analysis, Request For Proposal development, cost savings/innovative approaches using multiple real-life scenarios and providing guest speakers to align with the DCMA's mission will be some of the topics covered. UNC's Kenan-Flagler Business School is the only educational institute that offers this particular course that directly aligns with DCMA's training objectives, providing a tailored learning experience. By limiting sources to the UNC Kenan-Flagler Business School for a necessary course that accommodates the senior leaders calendar availability, DCMA can leverage an established and customized program that addresses the distinct requirements and challenges of its senior personnel, ultimately enhancing their industry management expertise and leadership capabilities.
Please note that this is not a request for competitive proposals or quotes. Responsible sources may submit a capability statement, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that future competition would be advantageous to the Government for the requirement identified above. Information received in response to such notice is normally considered for the purpose of determining whether to conduct a competitive procurement; however, a determination by the Government to not compete this requirement is solely within the discretion of the Government.
