I. INTRODUCTION
The University of California, Berkeley (“UC Berkeley” or “UC” or “University”) invites proposals for Shelf Ready
Services on behalf of the University of Berkeley, Library (“UCB Library” or “Library”).
The University of California, Berkeley is internationally renowned for excellence and pioneering achievements
across all disciplines. The University of California was chartered in 1868 with Berkeley as its flagship campus.
Today the world’s premier public university and a wellspring of innovation, Berkeley occupies a 1,232-acre
campus with a sylvan 178-acre central core. From this home, its academic community makes key contributions to
the economic and social well-being of the Bay Area, California, and the nation.
The UCB Library comprises 19 campus libraries and collects in over 50 languages with monographic acquisitions
exceeding 85,000 volumes a year. The Library’s strategic plan indicates that one of the goals (Goal 3) is to
improve how scholars access to resources: Optimize the usability and impact of scholarly resources through
effective and collaborative curation, acquisition, licensing, preservation, discovery and accessibility. With this
goal in mind, the Library strives to acquire materials and have them discoverable and accessible, which in turn
depends on timely creation of bibliographic and other metadata for incoming books and their physical
availability in the Library stacks. The Library receives monographs in 35-40 non-English languages between the
range of 100 - 9000 items per year from numerous book vendors from overseas. Providing the most efficient and
effective discoverability and accessibility of such library resources is required for more productive scholarly
research and output by numerous academic departments and programs on Berkeley campus. This critical
necessity requires the Library to seek a supplier(s) that can provide efficient and competitive shelf ready services
for monographs received in non-English languages.
DEFINITIONS
Supplier: Any party entering into a contract with the University to provide the products and/or services specified
herein as a result of this RFx.
Bidder: Any party submitting a proposal.
Department: UC Berkeley Library in need of Supplier services.
“Order” “Contract” or “Agreement:” Any Contract resulting from this Request for Proposal event.
Quotation: Any Financial Proposal/quote/offer submitted in response to this RFx.
University/UC: The Regents of the University of California, a California public corporation.
Responsive: The quality of meeting all the requirements listed in the RFx bid package documents.
Responsible: The quality of demonstrably possessing the willingness and ability to perform the services required
herein.
RESPONSE INSTRUCTIONS AND CONSIDERATIONS
The Technical Proposal/Financial Proposal and questions must be received by the deadlines listed on page 1.
Proposals will only be accepted by submitting them to the online UC public bid site, CalUsource.
Bidder RFx responses must be submitted in two clearly identifiable separate RFx response packages:
1. A Technical Proposal, outlining your proposed solutions, business offerings, abilities, team members and
programmatic approach, etc. Any deviation from the technical requirements, specifications, contractual
terms and conditions, data security and/or privacy requirements must be identified and fully described in
the Technical Proposal.
2. A Financial Proposal that is clearly itemized and provides an all-inclusive financial/pricing offer between the
parties. Please also provide a brief narrative to explain your thinking and choices regarding pricing
considerations.
1. PURPOSE
UCB Library is seeking qualified supplier(s) to provide Shelf-Ready Services for a number of our non-English
language acquisitions. The Library envisions that it would have its acquisitions delivered to the supplier at the
point of purchase in order to expedite the supplier’s ability to process the materials, creating catalog records and
preparing materials (security strip, labels, barcode) for shelving once they arrive at the UCB Library.
Multiple contract awards may be made to accommodate the breadth of UC demand. Bidders are encouraged
to submit their proposals for all languages and regions/countries or only for specific languages for which it can
provide competitive and optimal Shelf-Ready Services. The awarded Supplier(s) will be placed on UC’s approved
supplier list and afforded the opportunity to provide shelf-ready services at contracted levels of service and
price. The University reserves the right to solicit other companies or pursue other means to accomplish their
objectives when contracted suppliers are unable to fulfill UC’s needs. Because there is no mandatory use policy
at UC, nothing in this RFP or awarded agreement(s) as the result of this RFP will be construed to prevent UC from
entering into similar agreements with any third parties including, without limitation, suppliers that may be in
competition with Supplier.
Successful Supplier(s) may support various University of California/California State University(CSU) campus
locations for similar projects, when practicable, depending on services detailed in the Statement of Work (SOW)
requested by campus. For a list of campus locations, visit:

This RFP does not guarantee that paid project work nor that UC/CSU will be obligated to purchase a minimum
amount of services from Supplier. Supplier will make available to any UC/CSU location its pricing basis, terms and
conditions resulting from increased usage or aggregation of activity by multiple UC/CSU locations. UC Berkeley is
responsible for all contractual administration issues (e.g. terms and conditions, extensions, and renewals). The
UC/CSU department that is requiring the services would be responsible for funding the project and paying all
invoices, operational issues, fiduciary responsibility, payment issues, performance issues and liabilities, and
disputes involving individual campuses will be addressed, administered, and resolved by Supplier and the
appropriate campus. Any delay in payment or other operational issue involving one UC location will not
adversely affect any other UC/CSU location. The SOW and Purchase Order will be subject to the terms of the
Master Service Agreement in result of this RFP. The SOW will be effective only if signed by someone with
delegated signature authority.
