Sealed proposals are requested by the San Antonio Water System for the construction of a replacement 5.0-million-gallon (MG) wire-wound prestressed concrete ground storage tank and associated components and yard piping for the University Ground Storage Tank No. 1 Replacement Project, SAWS Job No. 22-6004.

A non-mandatory site visit will be held at 11:00 AM (CDT) on September 20, 2024, at 7098 W. Hausman Road, San Antonio, Texas, 78249. See Attachment A – Site Visit Procedures to attend the site visit meeting.

A secondnon-mandatorypre-proposal meeting and site visit will be held at 9:00 AM (CDT) September 24, 2024, at 7098 W. Hausman Road, San Antonio, Texas, 78249. See Attachment B – Second Site Visit Procedures to attend the second non-mandatory pre-proposal meeting and site visit.

Answers to the questions will be posted to the web site by 2 4 :00 PM (CDT) on October 2, 3, 4 , 2024 as a separate document or included as part of an addendum. Be advised that firms responding to this RFCSP (Respondents) are prohibited from communicating with any other SAWS staff, the Consultant, the Developer, or COSA officials regarding this RFCSP up until the contract is awarded as outlined in the Instructions to Respondents.

Proposals will be received electronically only, until 2:00 PM (CDT), October 11 18 , 2024.  Electronicproposals will be received via the secure SAWS FTP site.  See the Electronic Proposal Opening Instructions attachment for additional information regarding an electronic proposal submittal.  Electronic proposals shall be accompanied by a bid bond in an amount not less than five percent of the total proposal price.  (Or, if providing SAWS with a cashier's check or certified check in an amount not less than five percent of the total proposal price, SAWS will request this within 24 hours from the Respondent who did not submit a bid bond).  Proposals will then be publicly opened and read aloud by Contract Administration via WebEx.

Respondents will need to submit a request by October 10 17 , 2024 2:00 PM (CDT) to receive access to the File Transfer Protocol (FTP) site via email to Roxanne.Lockhart@saws.org . Respondent’s email requesting access to the FTP site shall provide the legal name of the Respondent’s company and the intended recipient’s email address and phone number.  No requests for FTP site access will be accepted after October 10 17 , 2024 2:00 PM (CDT).
