Project Description: Under Chapter 436 of New York State’s Education Law of 1997, Universal Prekindergarten (UPK) programming is established, contingent on state funding allocation. In the Buffalo Public School District (BPSD), these services are delivered through federal and state grants. New York State Regulations (151-1.6) and subsequent Amendments mandate that BPSD collaborate with eligible early childhood providers to deliver these services. The UPK program is implemented within the city of Buffalo, operating through both public schools and eligible community agencies. The success and universal access to these prekindergarten services rely heavily on strong partnerships between community-based organizations and the Buffalo Public School District.
The Buffalo Public Schools uses a pre-qualification process to evaluate and recommend an award of contract to eligible early childhood providers to the Board of Education. These providers must demonstrate the capability to meet the quality and operational standards set by the New York State Education Department’s Office of Early Learning and the BPSD Elementary Education Department.
The primary goal of the UPK program is to offer every four-year-old in the City of Buffalo the opportunity for a strong foundational early childhood education. This education is provided at no cost and encompasses a comprehensive approach to child development, fostering growth in the following areas:
• Social-Emotional Development: Helping children build strong interpersonal skills.
• Creative Expressive/Aesthetic Development: Encouraging creativity and appreciation for the arts.
• Physical Development: Promoting healthy physical growth and activity.
• Cognitive Development: Stimulating intellectual growth and problem-solving skills.
• Linguistic Development: Enhancing language and communication abilities.
• Cultural Development: Fostering an understanding and appreciation of diverse cultures.
The BPSD UPK program aims to ensure that all children residing within the City of Buffalo have access to these essential educational experiences, setting a strong foundation for their future learning and development.
