provider must be organized for the purpose of providing security

services and must have a minimum of five (5) years’ experience

with proven effectiveness in administering professional security

programs. If the business entity has only been incorporated for

four years, but the company’s principal’s experience far exceeds

this 5-year threshold, does that meet this minimum qualification

requirement?
