The United States Naval Observatory (USNO) requires United Kingdom Infra-Red Telescope (UKIRT) data analytic support services. USNO is requesting support in space debris studies, primarily debris in Geosynchronous Earth Orbit (GEO). In particular, the effort will involve support in developing UKIRT debris data collection campaigns, supervising/monitoring collection on-site in Hawaii as necessary, processing the data, developing new processing routines if necessary, interpreting the results, and publishing/presenting the results to the space debris research community. The Government intends to solicit and award on a sole source basis to the University of Arizona. Please see the attached Combined Synopsis/Solicitation and redacted Sole Source Justification.
