UCS Courtroom Wall Seals

Purpose and Scope

The New York State Unified Court System (“UCS”), Office of Court Administration ("OCA") is soliciting sealed bids for the provision of three-dimensional (3-D), polyurethane UCS courtroom wall seals, as described herein (the “Wall Seal(s)”). UCS anticipates placing orders for Wall Seals in the following estimated quantities during the initial term of the awarded contract:

Year 1 - Four hundred (400) Year 2 - Two hundred (200) Year 3 – One hundred (100)

IMPORTANT: All questions regarding this solicitation must be in writing by email and directed solely to the attention of the above designated person. Contact by any prospective bidder, or any representative thereof, with any other personnel of the UCS in connection with this RFB may violate the Procurement Lobbying Act of 2005 (see Attachment IV), will jeopardize the respective bidder's standing and may cause rejection of its proposal.

Please indicate in "Subject" field: “QUESTIONS - RFB# OCA-DGCP-054.” The deadline to submit questions is Friday, October 10, 2025, at 5:00 PM Eastern Time. A written response to all submitted questions in the form of a Questions & Answers (Q&A) sheet will be posted on the UCS website at www.nycourts.gov/admin/bids , Current Solicitations, RFB# OCA-DGCP-054.

Pre-Bid Conference

A pre-bid conference will be held on Monday, October 20, 2025, at 11:00 AM (Eastern Time), at the OCA Division of Court Facilities Planning, Conference Room, eighth (8 th ) floor, Room 87625 Beaver Street, New York, NY 12205 to give bidders an opportunity to view the three dimensional Wall Seal in person. While this conference is not mandatory, bidders are strongly encouraged to attend to view the sample Wall Seal in person, and benefit most directly and immediately from any issues or clarifications presented. Bidders must notify Kyle Cunningham at kccunnin@nycourts.gov of their planned attendance no later than Friday, October 17, 2025.

A written compilation of all questions asked and answered during the conference (Pre-Bid Conference Q&A) will be posted on the UCS website at www.nycourts.gov/admin/bids , Current Solicitations, RFB# OCA-DGCP-054.

No further bidder questions will be entertained after the conclusion of the Pre-Bid Conference. Key Bid Dates* (All times listed at Eastern Time)
