    Event Overview Letter

    Overview

    The University of California, Los Angeles (“UCLA”), in collaboration with the Los Angeles County Department of Children and Family Services (“DCFS”) and the Academy of Workforce Excellence (AWE), anticipates issuing a Request for Proposal (RFP) to solicit qualified vendors to provide Motivational Interviewing (MI) Training Services. Program Period: July 1, 2026 to June 30, 2027.

    This project is state-funded and supports the implementation of Part I of the Family First Prevention Services Act (FFPSA) through workforce development, fidelity-based training, and ongoing practice support for DCFS staff and affiliated community-based organizations.

    Purpose

    Motivational Interviewing is an evidence-based, client-centered practice shown to improve engagement and outcomes for children, youth, and families. UCLA and DCFS seek experienced service providers to support a comprehensive MI training initiative designed to strengthen staff capacity, promote consistent use of MI strategies, and ensure long-term sustainability and fidelity of practice across the system.

    Services Sought (High-Level)

    The forthcoming RFP is expected to include, but not be limited to, services such as:

    • Foundational and advanced Motivational Interviewing training (virtual and/or in-person)

    • Skill-based e-learning modules

    • Small-group coaching and competency development

    • Motivational Interviewing fidelity coding and feedback

    • Training-for-Trainers sessions

    • Expert consultation to support implementation, fidelity monitoring, and continuous quality improvement

    • Services will support multiple participant groups, including frontline staff, supervisory and leadership staff, and community-based organization partners.

    • Delivering Motivational Interviewing training within public or service-oriented systems

    • Supporting large-scale, multi-cohort learning initiatives

    • Implementing fidelity-based coaching and evaluation models

    Procurement Process

    This opportunity will be conducted through a competitive public solicitation in accordance with University of California procurement policies and applicable state requirements. The official RFP, including detailed scope of work, submission instructions, evaluation criteria, and contractual terms, will be issued through the University of California public procurement portal (CalUsource). All vendor questions, when the RFP is released, will be submitted and addressed through the designated online portal.
