Additional Requirements:




  • Ground floor, contiguous space, is required.

  • Gate access and fenced perimeter are required.

  • 10,000 square feet storage space, with overhead clearance from ceiling or overhead obstructions at a minimum of 16 feet.

  • Security standards are required to meet "Facility Security Level 1".

  • Key or electronic access control for entrance to the building.

  • Space access for government employees within the submarine battery program, are required 24/7 access to the facility.

  • Roofs with HVAC systems shall be secured, to prevent illegal entry.

  • Fencing or other barriers are required to prevent illegal access to the facility. Fencing around truck loading areas shall be a minimum 7 foot (2.13m) high chain link fence topped with a 1-foot outrigger arm at a 45-degree angle, which includes three strands of equally spaced barbed wire.

  • Fence is required to have signage identifying the area as governmental property.

  • If building contains windows, they need to be secured to prevent illegal entry if window is broken.

  • Roof access is required to be strictly controlled via measures such as locks, keycards, etc.

  • Fire and life safety egress is required to be carefully reviewed when restricting roof access.

  • Facility is required to have signage identifying the space as governmental.

  • Weight bearing of batteries must meet 175 lbs per square foot.

  • Forklift usage within building is required. Even floor spaces are required within the space for safe travel of the forklift, to include paved roadways outside the building for safe travel and load carrying for the forklift, exterior to the building.

  • Heating system to maintain batteries no less than 50 degrees Fahrenheit.

  • Exterior parking spaces, minimum 2 to fit light/medium trucks and space to back up, and offload a full semi-truck, without impeding traffic flow on streets, highways, parking lots or entrance to gate for semi-truck access.

  • The facility must comply with requirements for on-site storage of lead-acid and gel batteries, as the Government intends to store these batteries at the facility. Storing this commodity is subject to the rules and regulations of the City of Bremerton building and zoning regulations as well as Bremerton's fire code. The commodity is considered by both as "Hazardous".

  • An accessible Water Closet (WC)

  • It must be within proximity to Naval Base Kitsap; 1400 Farragut Ave; Bremerton, WA 98314. This proximity should be within 40 miles as this is a space frequently traveled and utilized to support Bangor Naval Base.

  • Facility needs to allow shipping/receiving, testing and monitoring of batteries, storage, crating, and uncrating.

  • Access to 120/208V electrical power access is required.

  • Offered buildings and offered space will be evaluated by agency security team for acceptability.

  • Emergency Automatic backup generator required to power heating unit for space temperature controls, ventilation controls, Fire detection/alarm system, Hazardous material alarm system, Hydrogen gas monitoring system (Generator needs to have weekly self-testing system, fuel source that is piped in (natural gas), and be exterior to the building, within a security enclosure, preventing access to unauthorized people).

  • Space must contain more than one egress route in case of emergencies.

  • Floor needs specific epoxy over concrete flooring (slab-on-grade) in case of acid battery spillage this epoxy also needs to be on the perimeter walls, approximately 4” high and 3.5” high on concrete curb barriers or raised landing at, or near all exterior swing doors. The containment must be maintained continuously to retain “acid proof” integrity.

    • Concrete and metal ramps provided over the raised concrete curbs/berms to meet barrier-free access requirements throughout the tenant space.

    • 3.5” raised concrete curbs with metal ramps, or 3.5” concrete ramp system at overhead doors to accommodate forklift/pallet jack equipment.









Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease. A fully serviced lease is required. Offered space shall not be in the 1-percent-annual chance floodplain (formerly referred to as “100-year” floodplain).

This procurement will be subject to all the rules, regulations, conditions, and specifications stated in the Request for Lease Proposal (RLP) package that will be issued pursuant to this advertisement.





The U.S. Government currently occupies warehouse and related space in a building under a lease in Bremerton, WA that has expired. The Government is considering alternative space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime.





The Government’s decision regarding whether to relocate will be based, in part, on information received in response to this notification.





The Government reserves the right to disregard as inadequate any responses to this notification that fail to include the property-specific, or additional submission information listed below as these are considered mandatory submissions in responding to this notification.

Expression of Interest Submission Instructions/Requirements:



Please provide the following basic information and descriptions pertaining to the building you propose for consideration.





All submissions should include the following information:






  1. Building name and address.

  2. Age of building.

  3. Total existing gross square feet, and gross square feet per floor.

  4. Site plan depicting the building.

  5. Scaled floor plans (as built) identifying offered space;

  6. Date the building/space will be ready to begin constructing tenant improvements.

  7. Identification of on-site parking, if applicable.

  8. Locational map demonstrating the building lies within the delineated area.

  9. FEMA map evidences that the building lies outside the 100-year floodplain.

  10. A narrative and map describing proximity of the building to the nearest bus and/or Metro stop, and major transportation routes.

  11. Evidence of ownership, if building submitted by owner. Non-Owners (e.g., brokers) must provide evidence of authority granted by building owner to submit the property.

  12. Name, address, telephone number, and email address of authorized contact.

  13. Any information related to title issues, easements, or restrictions on the use of the building.

  14. Photographs of the building from all sides and the area/neighborhood surrounding the building.





Additional Submittal Requirements:





Interested parties (non-incumbent) are required to submit a full-service rental rate per RSF/ABOA SF inclusive of a Tenant Improvement Allowance (TIA) of $10.81 per ABOA SF, and costs associated with security upgrades to meet FSL Security Level I requirements are required. Both the TIA and security costs will be amortized over the firm term and shall meet all GSA’s standard building shell requirements.
