Description
The U.S. Nuclear Regulatory Commission (NRC) is issuing a pre-solicitation notice for a requirement entitled, “Extended Reality For Technical Training Pilot.”
The NRC intends to issue an Indefinite Delivery/Indefinite Quantity contract to develop Extended Reality (XR) immersive learning scenarios that will include using immersive virtual reality (VR), augmented reality (AR), and mixed reality (MR) to create learning experiences for the NRC staff. The scenarios may include some or all the following areas: nuclear power-plant design and operation, research and test reactor operations, inspection techniques, physical security, health physics, and such disciplines as welding, nondestructive testing, reactor maintenance, refueling, and quality assurance. Additionally, the functionality of hosting and providing multi-user input simultaneously to these immersive learning activities will also be addressed.
This is an IDIQ contract that may have multiple tasks orders issued to the contractor. The first task order will be awarded with the IDIQ. The contractor shall provide all resources necessary to accomplish the tasks and deliverables described in this SOW and any task orders associated with this contract. The contractor shall provide the technical skills, XR equipment, and tools necessary to set-up and maintain the XR training scenarios. The XR training scenarios shall focus on the following areas that are taught at the NRC/TTC. The two large areas are health physics (HP) and commercial electric nuclear power plant operations. See Attachment A master course catalog of technical courses.
Examples of possible task orders include, but are not limited to, the following:
a.        XR scenarios in the following areas
i.        NRC fuel facility inspector skills
ii.        General health physics practices for uranium fuel cycle facilities
iii.        A general familiarity with nuclear power plant design, operation, and maintenance.
iv.        The basic theories and mechanics of environmental monitoring for radioactivity; techniques for air monitoring; soil, water, vegetation, sediment, and food sampling; direct gamma measurements; borehole logging; and environmental sampling
v.        Different nuclear medicine technologies and procedures focusing on the facilities and equipment used in nuclear medicine departments; clinical diagnostic and therapeutic procedures involving the administration of radiopharmaceuticals to patients; safe handling of patients and the protection of staff and visitors; patient release; and medical events.
vi.        Potential explosives, blast effects and breaching methods utilized by various adversarial groups.
vii.        Research and test reactor operations and maintenance
viii.        Physical protection (also called physical security) consisting of a variety of measures to protect nuclear facilities and material against sabotage, theft, diversion, and other malicious acts.
b.        Developing pilots in XR for testing and demonstration purposes.
c.        Suppling and configuring an overall training tracking and assessment program for XR that works with the NRC’s talent management system (TMS).
d.        Developing or suppling a system for multi-user/multi-location interfaces with XR applications and experiences
e.        Developing or suppling a system for monitoring, recording, and accessing user interactions within the XR applications and experiences
The period of performance will be a base period of four years.
The North American Industry Classification System (NAICS) code for the services required is 541511 for “Custom Computer Programming Services” The small business size standard is annual receipts for the preceding three fiscal years not-to-exceed $34M.
Request for Proposal (RFP) No. 31310024R0017 will be posted on, or about, March 18, 2024 as a total small business set aside. Closing date for receipt of proposals will be on, or about, April 17, 2024.
RFP No. 31310024R0017 will be distributed solely through www.sam.gov.
