The Town of Ware is accepting sealed bids for demolition services located at 92-104 Main Street,
Ware, MA. Specifications and Bid Forms are available at the Town of Ware, Town Manager's
Office, 126 Main Street, Ware, Massachusetts 01082 during normal business hours or online at
www.townofware.com/bids
procurements/2026. Bids shall be submitted and addressed to
the Town of Ware and marked "TWN-26-01 BID OPENING FOR 92-104 MAIN
STREET.” Bids will be received at the Town Manager's office until 11:00am on June 25, 2026, at
which time they will be publicly opened and read. The Town of Ware reserves the right to accept
or reject any or all bids and call for new bids. Bids shall be evaluated based on responsiveness to
the criteria, terms and conditions contained in this IFB and its attachments. Failure to
follow the instructions, meet the criteria, or agree to the terms and conditions contained in
this IFS may be cause for rejection of the bid as non-responsive. Contractors are required to
comply with the Commonwealth of Mass. Department of Labor and Industries Prevailing Wage
Rates in accordance with Mass. General Laws, Chapter 149, Sections 26 and 270. The Town

DEMOLITION OF STRUCTURES AND DEBRIS REMOVAL
92-104 MAIN STREET, WARE, MA
The Town of Ware invites bids for demolition of the properties at 92-104 Main Street in the Town of Ware
and removal of the resulting debris. The work is estimated to cost $250,000.
All work must be completed by August 31, 2026.
The qualified responsible contractor offering the lowest price shall be awarded the contract. The
Town of Ware, the Awarding and Contracting Authority, may cancel this solicitation, in whole or in
part, at any time that such an act is deemed in its best interest, reserves the right to waive
any informality or to reject any and all bids in total or in part as may be deemed to serve the best
interest of the Town, and will not be responsible for any costs incurred by a contractor in preparing and
submitting a quote in response to this solicitation.

Bid Submission Procedure
All bids must be received in the Town Manager's Office no later than 11:00am on June 25, 2026.

Bid Contents
All submissions must include:
1) A fully completed Bid Quotation Form, Attachment A.
2) Compliance Certifications, provided in Attachment B, signed by an authorized official of the firm.
3) Parcel Information provided in Attachment C.
4) Prevailing Wage Rates provided in Attachment D.
5) Bid Bond in the amount of equal of 5% of bid.
Successful Submission Requirements
Bids and contracts are subject to all laws governing Equal Opportunities and Non-Discrimination, and
applicable Civil Rights Acts.
• All bids for this project are subject to the provisions and minimum wage rates required by
M.G.L. c.30, §39M as amended, and M.G.L. c.149, §§26 to 27H, inclusive.
• All employees must provide proof of completion of no less than 10 hours of OSHA approved
safety and health training.
• This project is subject to DCAMM Certification requirements. Interested contractors must be
prequalified and certified by the Massachusetts Division of Capital Asset Management and
Maintenance (DCAMM) for the type and scope of work identified in the bid documents.
Contractors are responsible for verifying that their certification is current and sufficient for the
estimated contract value.
• The successful bidder must furnish Worker’s Compensation Insurance, evidence of Auto
Liability, and evidence of Contractor’s Liability Insurance in a minimum amount of $1,000,000.
• Bidders must furnish a Bid Bond in the amount of 5% of the bid amount in the bid submittal. The
dates on the bond must coincide with the contract date, and a current Power-of-Attorney must be
attached.
• The successful bidder must furnish a Payment Bond in the amount of 50% of the contract price if
the contract is more than $25,000. The dates on the bond must coincide with the contract date,
and a current Power-of-Attorney must be attached.
• The successful bidder must be able to complete all work within 30-days of obtaining an issued
Building Permit or not later than August 31, 2026.
• The bidder must not be presently debarred from providing goods and/or services to the
Commonwealth of Massachusetts and/or U.S. Government.
• All applicable provisions of the Federal Labor Standards (Form HUD 4010) shall be in effect.
• The project will be awarded to the lowest eligible and responsible bidder based upon the
lowest accepted prices submitted in the Bid Form.
SCOPE OF WORK
DEMOLITION OF STRUCTURES AND DEBRIS REMOVAL
92-104 MAIN STREET, WARE, MA
Scope of Work
The Town of Ware invites bids from qualified demolition vendors for the complete demolition of two
structures as required and the removal of all contents and debris found indoors and outdoors on the two
parcels. The site of the two properties shall be restored to a smooth surface condition. The awarded
vendor shall obtain all permits and licenses to complete this work with the Town of Ware and all other
applicable agencies and conform to all local, state and federal regulations.
The two properties are:
Two story, mixed use building with basement: 92 Main Street (Parcel ID 61-3-1)
Two story, mixed use building with basement: 104 Main Street (Parcel ID 61-0-3)
Scope of work to include:
1) Notification to Dig Safe.
2) Verification of disconnection of all services.
3) Disconnection, cutting, and capping off of existing utility services as directed by the Town of
Ware. Services are currently shut off. Services are to be capped within the property line.
4) Obtaining a Building Permit for demolition with all requirements. All fees will be waived.
5) Access to the inside of the building for hazardous material testing is not possible due to safety
concerns and the structures have been formally condemned by the Town. At this time, all structures
are unsafe, therefore materials should be considered “hot materials”. See attached Pre-Demolition
Hazardous Building Materials Survey Report, Dated 04/29/2026, prepared by Forbes & Wheeler,
Inc.
6) Providing and install any protective fencing during the project that may be necessary to protect
the public and adjacent buildings from the area until the project is complete. There is no
Sidewalk Occupancy Permit application or fee for the Town of Ware.
7) Demolition of the structures known as 92-104 Main St, including appropriate removal of all
debris (from structure demolition and from entire contents found on parcels) to approved
facilities. At this time, all material is to be considered “hot”.
8) Removal of any concrete and foundation of 92-104 Main Street.
9) Fill and grade site with clean fill. Provide slant grading for drainage.
10) Provide a seed mixture to stabilize any disturbed area with loose soil, or other acceptable
methods.
11) Providing water for dust control. Town hydrant may be used and contractors will be exempt from
water usage fees by installing a meter provided by the Town Water Department.
12) Coordination with the Town of Ware on allowed use of the adjacent lot for logistical staging
during demolition. There is a parcel of land between the subject parcels and Niko’s Pizza that is
the same owner as the project site, therefore access will be available if needed.
13) Sidewalks shall be left in a safe condition with compacted gravel if damaged.
14) Coordination with the Town of Ware Police Department for Police Detail Service as required
during working hours.
Town of Ware shall provide:
1) Service Disconnection charges and Permit fees
2) Repair work to damaged underground services not identified by Dig Safe or Town of Ware
3) Removal of any underground tanks, if discovered
4) Submit a non-traditional work plan to MassDEP by a Town funded Consultant
5) The Town will retain the asbestos project monitor services.
