As requested by the Solid & Hazardous Waste Management Division (hereinafter, the “Division or Department”), the Collier County Board of County Commissioners Procurement Services Division (hereinafter, “County”) has issued this Invitation to Bid (hereinafter, “ITB”) with the intent of obtaining bid submittals from interested and qualified vendors (also referred to as “Suppliers,” “Bidders” and “Contractors”) in accordance with the terms, conditions and specifications stated or attached. The vendor, at a minimum, must achieve the requirements of the Specifications or Scope of Work stated.
The results of this solicitation may be used by other County departments once awarded according to the Board of County Commissioners Procurement Ordinance.
The County anticipates spending $1,650,000.00 per year.
The Solid & Hazardous Waste Management Division of the Public Utilities Department is responsible for ensuring safe and efficient waste collection and disposal services throughout Collier County. Some areas within the County contain dead-end streets that are not suitable for large vehicles, such as waste collection and emergency response vehicles, to turn around. In many cases, these vehicles must reverse down the street to the nearest intersection or onto private property, posing safety risks and potential property damage.
This solicitation aims to enhance public safety and protect private property by providing designated turn-around areas for solid waste collection vehicles on dead-end streets. To achieve this, the County plans to construct reinforced turnarounds in the form of Designated Driveways and Hammerheads.
• Designated Driveways are reinforced private driveways approved by property owners.
• Hammerheads are specifically designed turnaround areas located at the end of dead-end streets.
Both solutions will create safe and functional turnaround spaces where no existing options are available. County-designated driveway specifications, along with a reference example of a hammerhead design, are included as Attachment A and B to this solicitation. Note that hammerhead designs may vary by location.
