The County of Tuolumne, through its Probation Department, is seeking qualified community-based organizations to provide mental health services, substance use disorder treatment, diversion programming, and related supportive services for justice-involved individuals. This Request for Proposals (RFP) supports programs aligned with Proposition 47 (Safe Neighborhoods and Schools Act), Cohort 5, which emphasizes community-based treatment, rehabilitation, and alternatives to incarceration for individuals with behavioral health needs. Services are targeted towards individuals eligible for court-ordered treatment pursuant to California Proposition 36 (Health and Safety Code section 11395).
Proposition 47 Cohort 5 funding prioritizes evidence-informed, trauma-responsive, and culturally competent services delivered in the community to reduce recidivism and improve long-term outcomes. This includes the expansion or enhancement of treatment programs for individuals convicted of treatment-mandated felony offenses under Proposition 36, such as substance use disorder treatment, co-occurring mental health services, case management, and reentry support. Consistent with Proposition 47 requirements, a substantial portion of awarded funds will be directed to non-governmental, community-based organizations to ensure meaningful community engagement and service delivery.
Through this RFP, the Probation Department seeks to establish one or more contracts with providers that can collaborate effectively with County partners, support diversion and reentry efforts, and serve eligible participants across multiple justice system pathways. The County encourages proposals that demonstrate strong partnerships, accountability, and the ability to deliver measurable outcomes that support public safety, rehabilitation, and community well-being.
The Tuolumne County Probation Department plays a central role in supervising justice-involved individuals, coordinating with the Superior Court, Behavioral Health, law enforcement, and community partners to promote accountability, rehabilitation, and public safety. The Department has extensive experience administering treatment-oriented programs, supporting collaborative court models, and overseeing contracts with community-based service providers. The County also works closely with its Community Corrections Partnership (CCP) and Local Advisory Committee (LAC) to identify service gaps, align resources, and ensure programs are responsive to local needs. Consistent with Proposition 47 requirements, the County is committed to partnering with non-governmental, community-based organizations, recognizing their essential role in delivering culturally responsive, accessible services and maintaining strong community connections.
This RFP is intended to establish one or more contracts with qualified providers capable of delivering evidence-informed, trauma-responsive services in the community. Applicants may tailor applications towards one or several sections of the RFP. Services procured through this RFP will complement, rather than replace, existing County and court-ordered supervision and treatment functions. Funding for awarded contracts may include Proposition 47 Cohort 5 resources and other available funding sources, including local and state funds, as applicable. Proposers are encouraged to demonstrate an understanding of the County’s rural context, the needs of justice-involved populations, and the importance of collaboration with Probation, the Courts, Behavioral Health, and other community partners to achieve measurable outcomes that reduce recidivism and support long-term stability.
