  16. Description: The Military Sealift Command’s (MSC) PM41 requires one, U.S. Flag, ocean-going certified tug capable of towing one U.S. Army Runnymede-Class Large Landing Craft (LCU) “IAW the U.S. Navy Tow Manual (SL740-AA-MAN-010).”

  17. Place of Contract Performance: The port/place of departure is Fort Eustis, Newport News, Virginia. The port/place of destination is Yokohama, Japan. The layday commences/cancels 17 August 2026; period of performance is one voyage.
