  16. Description: The Military Sealift Command’s (MSC) PM41 requires one, U.S. Flag, Jones Act qualified, ocean-going certified tug capable of towing EX-MOBILE BAY and EX-PELELIU “IAW the U.S. Navy Tow Manual (SL740-AA-MAN-010)” and providing services in support of exercise RIMPAC-26.

  17. Place of Contract Performance: The port/place of delivery for tow one is INACTSHIPS Bremerton, WA (USA) and the port/place of delivery for tow two is Pearl Harbor HI (USA). The port/place of destination for tow one and tow two will be Pacific Missile Range Facility (PMRF), Barking Sands, Kauai, Hawaii (USA). The layday commences 25 June and cancels 26 June 2026; period of performance is one voyage.

  18. Set-aside Status: N/A. The decision to release this procurement as “Unrestricted” is based on the Contracting Officer’s knowledge of the market and applicable market research.
