  16. Description: The Military Sealift Command’s (MSC) PM4 requires one, U.S. Flag, Jones Act qualified, ocean-going certified tug capable of towing T-EPF EX-SPEARHEAD “IAW the U.S. Navy Tow Manual (SL740-AA-MAN-010)”.

  17. Place of Contract Performance: The port of delivery is Rhoads Industries, 1750 Kittle Hawk AVE, Philadelphia, PA (USA) and the redelivery will be Maritime Administration (MARAD) Beaumont Reserve Fleet, Beaumont, TX (USA). The period of performance will be one voyage, with the layday commencing 16 April 2026 and cancelling on 20 April 2026
