Notice:

The 161 Air Refueling Wing (ARW) hereby publicizes its intention to solicit, request for quote, and award a commercial, Firm-Fixed-Price purchase order on a noncompetitive basis to Clear Channel Outdoor (UIE DPD1FKEKGAK3) located at 4830 N Loop 1604 W STE 111, San Antonio TX 78249-3983. The requirement is for the purchase of billboard advertisements listed in the attached Statement of Objective and Justification and Approval for Sole Source to Clear Channel Outdoor. The Government intends to negotiate solely with Clear Channel Outdoor. under the authority of FAR 12.102 and 10 USC 3204, only one responsible source capable of meeting the government’s requirement. Supporting documentation is attached to this notice.

Response Instructions:

This is not a request for competitive proposals or quotes, and no solicitation document is available. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.

All capability statements must be submitted in writing and must include:

• Company Name


• Address


• Cage Code / Unique Entity ID (UEI) number


• Capabilities to perform, install and facilitate requirements in accordance with the Statement of Objective (SOO.)

A determination by the Government not to compete this proposed contract is based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

All responding vendors must be registered to the System for Award Management (SAM). Information can be found at https://www.sam.gov. Complete SAM registration means a registered UEI and CAGE Code. It is the responsibility of interested vendors to monitor https://sam.gov for any amendments, which may be issued to this announcement.
