NOTICE OF PROPOSED PROCUREMENT

Note to Bidders: Conditional Set-Aside Under the Procurement Strategy for Indigenous Business (PSIB)

This procurement is conditionally set aside under the federal government Procurement Strategy for Indigenous Business.

In order to be considered, the Bidder must certify that it qualifies as an Indigenous business as defined under PSIB and that it will comply with all requirements of PSIB. If bids from two (2) or more Indigenous businesses are compliant with the terms of the Request for Proposal, the contracting authority will limit the competition to those Indigenous businesses and will not consider bids from any non-Indigenous businesses that may have been submitted.

For more information on Indigenous business requirements of the Set-aside Program for Indigenous Business, refer to Annex 9.4 of the Supply Manual.

This requirement is for: Department of National Defence (DND).

This requirement is open only to those Supply Arrangement Holders under E60ZT-18TSPS who qualified under Tier 1 ($0 - $3.75M) under the stated consultant category, security level, region, level of expertise for the following category: Stream 3. Project management services stream:

•        Three (3) 3.7 Procurement Specialist – Junior (Level 1)

The requirement is intended to result in the award of up to three (3) contracts.

However, SA holders not invited to bid who wish to do so may, no later than five days prior to the published closing date of the contract, contact the contracting authority and request an invitation to bid. An invitation will be issued unless it would interfere with the proper functioning of the procurement system. Under no circumstances will Canada extend the solicitation closing date to allow these suppliers to bid. Where additional solicitations are issued as part of the solicitation process, they may not be considered in amendments to the solicitation.

Description of the Requirement:

This bid solicitation is being issued to satisfy the requirement of the Department of National Defence (DND) [the "Client'] for three (3) 3.7 Junior (Level 1) Procurement Specialists to support cataloguing services. This support is necessary to ensure that the Material Master Record in the system of record Defence Resource Management Information System (DRMIS) is technically complete and that management data is updated and reflected in the National Codification System, the Canadian Government Cataloguing System (CGCS).

Security:

There is security requirements associated with this requirement. Please note that SA Holders do not need to have the required clearance to submit a bid. For additional information, consult Part 6 - Security, Financial and Other Requirements, and Part 7 – Resulting Contract Clauses. The proposed period of contract will be from the date of Contract Award to 31 March 2029 inclusive.

Estimated Level of Effort:

The estimated level of effort of the contract period will be 865 days for each resource.
