Sealed proposals will be received until 12 o’clock, noon on Wednesday, March 22, 2023, by electronic bid only for the following project: Troy Rec Façade Repair Project, 11 N. Market St., Troy, OH 45373, in accordance with the plans and specifications now on file in the office of the Director of Public Service and Safety, City of Troy, Ohio. The electronic bidding will be handled through the Bid Express service at www.bidexpress.com . Bidder must register, set up to bid, and review each solicitation the bidder intends to bid electronically prior to bidding.

The façade repairs include the following: spot tuckpoint back wall; brick replacement (10-15 bricks); remove the clay coping at the front entrance facade and north wall facing the parking lot and replace with new clay coping; install flashing at EFIS (front entrance); repair EFIS and re-coat existing EFIS; provide acrylic coating on back of existing parapet; repair downspout; replace front entrance doors at the Troy Rec located at 11 North Market Street, Troy, Ohio. The Troy Rec provides a recreational and social environment for the citizens of Troy, Ohio with the primary emphasis on youth. The Troy Rec is owned and operated by the Troy Recreation Association, Inc.

All Contractors and Subcontractors involved with the project will, to the extent practical, use Ohio products, materials, services, and labor in the implementation of this project.

This project is part of a Federal Community Development Block Grant (CDBG) program; therefore, Bidders must comply with Federal Labor Standards Provisions, including Copeland Anti-kickback, Contract Hours and Safety Standards, Davis-Bacon Prevailing Wage Rates for Miami County, Ohio, and the President's Executive Order No. 11246 and other Equal Employment Opportunity (EEO) provisions.

Bidders must comply with Davis Bacon federal prevailing wage rates, submit evidence of his/her experience on projects of similar size and complexity.

A bid guaranty as follows is required to accompany each proposal as a guarantee that if the proposal is accepted a contract will be entered into:

  1. A bid bond in the amount of 100% of the bid amount, payable to the City of Troy, Ohio, or
  2. A certified check, a cashiers’ check, an Official Bank Check, or a letter of credit in the amount of 10% of the bid amount, payable to the City of Troy, Ohio.

The City of Troy, Ohio, reserves the right to reject any or all bids, to waive any irregularities in the bids when to the advantage of the City of Troy, Ohio, and to select the best bid in its opinion. The City of Troy, Ohio, is in compliance with ADA.
