The study will explore fixed-route trolley or shuttle concepts to improve circulation, reduce congestion and parking pressure, and connect key destinations including the Historic Bayfront, Nye Beach, and Downtown. Work includes existing conditions analysis, stakeholder engagement, service concepts, and implementation planning.
