REQUEST FOR BIDS
The City of Manchester hereby gives notice that sealed bid proposals for the 2026
TRENCH DRAIN REPLACEMENT PROJECT will be received by the City of Manchester,
Missouri, at the City Hall, 14317 Manchester Road, until 10:00 a.m. on Tuesday March
31, 2026. All bids will be opened and publicly read aloud at that time. Bids received
after said time will be returned unopened.
All bids shall be submitted in a sealed envelope and shall be clearly marked, "2026
TRENCH DRAIN REPLACEMENT PROJECT".
The City reserves the right to reject any or all bids, to waive informalities in bidding, to
negotiate with any or all bidders or others for more favorable or additional terms or
prices, and to accept the bid most advantageous to the City.
Plans and specifications may be obtained from Drexel Technologies, 135A Weldon
Parkway, Maryland Heights, MO 63043 / www.drexeltech.com / 314-872-0900. A
nonrefundable fee will be charged.

INSTRUCTIONS TO BIDDERS
For 2026 TRENCH DRAIN REPLACEMENT PROJECT (the “Project”) in the City of
Manchester, Missouri
(the “City”).
1. General
A. All work shall be constructed and completed in accordance with the specifications
for the same, relating to the construction of such improvements.
B. The Bid Documents are on file at Drexel Technologies, 135A Weldon Parkway,
Maryland Heights, MO 63043 / www.drexeltech.com / 314-872-0900 and on City of
Manchester website www.manchestermo.gov/bids.
C. Bid due date is Tuesday March 31, 2026, at 10:00AM (prevailing local time). Bids
received after the due date will not be considered. No exceptions.
2. Scope
Proposed construction for the Project will consist generally of installation of approximately
130 linear feet of street trench drain (5 locations) with appurtenances, and site restoration
in the City (the “Work”).

The Bid Documents shall also include any Exhibits or Attachments to the above
documents, any Addenda issued prior to receipt of bid proposals, all modifications, and
all documents included in the project manual for the Project, as such may be on file in the
office of Public Works in the City of Manchester. Copies of the Bid Documents may be
obtained at Drexel Technologies, 135A Weldon Parkway, Maryland Heights, MO 63043
/ www.drexeltech.com / 314-872-0900. A nonrefundable fee will be charged. The City
shall maintain a list of all persons and organizations who have obtained copies of the Bid
Documents.
4. Bid Proposals
A. Sealed bid proposals will be received in accordance with this Notice to Contractors.
B. Bids shall be submitted on the accompanying Bid Proposal form. The Bid Proposal
form includes the affidavits required of bidders and shall be notarized where the
bidder is required to submit such affidavits. Bids shall be sealed in an envelope
bearing only the printed endorsement “BID OPENING: 2026 TRENCH DRAIN
REPLACEMENT PROJECT”. In the case of proposals to be sent by mail, the
envelope shall be placed in an outer or mailing envelope and endorsed as noted
above.
C. Bid Submittals shall be accompanied by the following:
1. Documentation showing the bidder’s participation in a federal work
authorization program, pursuant to Section 285.230 R.S.Mo. and in accordance
with paragraph 13 of these Instructions to Bidders.
2. Proof of lawful presence of the Authorized Representative of the Contractor,
pursuant to Section 208.009 R.S.Mo. and in accordance with paragraph 13 of
these Instructions to Bidders
3. Bid security in the amount of five (5%) percent of the Base Bid (exclusive of
numbered Alternates) as indicated on the Bid Proposal form shall accompany the
bid submittal. Bid security shall be in the form of a bank draft or certified check
and drawn upon a responsible, solvent bank and payable to the City or a
satisfactory Bid Bond executed by the bidder and by a good and sufficient surety
authorized to do business in Missouri. A Bid Bond shall be in substantially the
form provided in the Bid Documents. The bid security shall be refunded or returned
to the bidder upon the faithful performance of the conditions of the Bid Proposal to
the satisfaction of the City.
4. A Subcontractor Utilization Form identifying the Subcontractors and
Suppliers the bidder proposes to utilize in the performance of the Project, in
accordance with the General Conditions.
