In accordance with the provisions of the Municipal Code of the City of Redding, sealed bids

will be received by the City of Redding, at the 3rd Floor City Clerk’s Office at City Hall, 777

Cypress Avenue, Redding, California 96001-2718, until 3:00 P.M. PT, Tuesday, August 25, 2026,

to furnish tree line inspection services to the City of Redding / Redding Electric Utility, per the bid

specifications and general conditions.

BIDS RECEIVED AFTER THIS TIME AND DATE WILL NOT BE ACCEPTED OR CONSIDERED.

The said bids will be opened at 3:00 P.M. PT, on Tuesday, August 25, 2026, in the designated

City Hall Conference Room as posted in the main lobby of City Hall, 777 Cypress Avenue,

Redding, California.

Pre-Bid Conference Scheduled on Tuesday, August 11, 2026 at 8:00 A.M. PT to 10:30 A.M. PT,

in the Conference Room, City of Redding, Parks Building No. 4, 20055 Viking Way, Redding,

California 96003. Attendance is strongly recommended.

All bids must be submitted on standard bid forms provided by the City of Redding. The

bidder shall provide one (1) original (unbound) and one (1) complete copy of the bid

proposal submission. Fax or electronic submission of bid proposals will not be allowed.

The City will award any resulting contract in a manner consistent with the City’s purchasing

ordinance.

The cut-off date and time for receiving questions regarding this bid is 5:00 P.M. PT,

on Wednesday, August 12, 2026. All inquiries must be made in writing and may be submitted

to the email address shown below.

I. GENERAL BACKGROUND

The City of Redding (City) is a general law city of the State of California, located

approximately 160 miles north of Sacramento and has a population of approximately

92,000. Redding Electric Utility (REU), a department of the City, is a publicly owned, not-

for-profit electric utility with approximately 44,900 customers.

The REU distribution system is frequently subject to fire hazards because of its semi-rural

setting and the local climate. Summer months are hot and dry and occasionally include

thunderstorms with minimal precipitation but intense lightning. Fall months are generally

dry and occasionally windy. These conditions contribute to significant fire risk.

REU has a large and geographically diverse service area and is the distribution service

provider for an area of 61 square miles. The distribution system has approximately 746

miles of 12,000-volt (12kV) power lines, approximately 72 miles of 115,000-volt (115kV)

transmission lines, and approximately 7,500 transformers within its service area.

II. SCOPE OF WORK

A. The purpose of this solicitation is to obtain a minimum of Two (2) Certified

Arborists/Foresters to patrol and inspect REU’s overhead power lines (see Attachment

#1). The selected Contractor will use geographic information system (GIS) Field Maps

based data files to create inspection points gathered during the term of the contract for

REU tree crews or future Contract crews. All utility assets will be preloaded prior to the

start of work. While minor variations between the map overlay and actual field locations

may occur, inspectors are not expected to correct or validate asset locations. If major

discrepancies are found between GIS data and actual field conditions, the contractor

shall provide the pole number(s) to the REU Vegetation Management Representative

for further review/updates. No special format is required, as the Field Maps application

includes a built-in camera capture feature that ensures photo documentation is stored in

the correct format for REU systems. Contractor is to supply labor, transportation,

equipment, mobilization, etc. to complete this project. REU to provide access to (GIS)

Field Maps data files (GIS Feature Class files) for successful bidder to install on their

own devices/equipment or REU/GIS will provide successful bidder an iPad (for use

under contract only) with appropriate software installed. Cellular connectivity is not

required in the field, data can be captured offline and synced later. The contractor will

be responsible for the following items:

a) Perform visual inspections of trees using the Tree Risk Assessment

Qualifications (TRAQ) method of tree inspections using a Field Maps based

data file. Complete detailed inspections on REU’s 300 miles of overhead

lines within Tier 3/2 high fire threat areas and entirety of REU electrical

system. Priority will be given to Tier 3 first followed by Tier 2 and

subsequently all remaining overhead lines; see mileage data in Section I.

b) Document all inspections on a tablet using appropriate software to

encompass all Requirements of Redding Electric Utility (REU) as well as

California Public Utilities Commission General Order 95 (G.O. 95) tree

clearance requirements for Tier 3/2 and remaining areas. G.O. 95 Rule 35

including Appendix E, Case 13, Table 1 radial clearances will be used for

non-high fire threat areas where practicable. Case 14, Table 1 radial

clearances will be used for Tier 3 and Tier 2 high fire threat areas where

practicable.

c) The Contractor will follow the REU tree policy guidelines during all

inspections which includes no overhangs on 115kV lines and maintains a

minimum clearance of 15 feet for overhangs on 12kV lines.

d) The Contractor will be required to inspect low-voltage secondary services

attached to homes and businesses, looking for “strain and abrasion” per

G.O. 95, Rule 35. They will also be required to inspect secondary

conductors from structure to structure (i.e., pole-to-pole).

e) Contractor shall supply all labor, transportation, equipment, deliverables,

incidentals, and mobilization to complete the job as described herein.

f) Workdays shall be Monday through Friday, 8:00 am to 5:00 pm, excluding

City Holidays or as agreed upon with the City of Redding representative.

g) Contractor shall complete Phase 1 and Phase 2 of the inspection work in

accordance with the defined timeframes and contract requirements.

h) Contractor shall remain available for emergency inspection work at any

point during the contract term, including the period between Phase 1 and

Phase 2. The Contractor is expected to respond to such requests within 48

hours of notice, for events such as Public Safety Power Shutoffs, extreme

weather events, or other unplanned emergency service needs. Emergency

work will be authorized on a case-by-case basis and billed at the approved

T&E rates included on Bid Proposal Form.

i) For emergency T & E work, the muster point shall be the REU Corporation

Yard, 20055 Viking Way Building #2, Redding, CA 96003. Billable time

will begin upon check-in at the muster point.

B. Phase 1 – Annual System Inspection

a) Phase 1 includes a complete inspection of ALL ASSIGNED OVERHEAD

AND SERVICE UTILITY ASSETS.

b) This phase shall be completed no later than December 31, 2026. Refer to the

liquidated damages section VIII.

c) All inspection records shall be completed during Phase 1. This includes

documenting all applicable vegetation conditions with entries for P1, P2, P3,

Facility Protection (FP), Removal, and No Work Required.

C. Phase 2 – Mid-Year Re-inspection Cycle

a) Phase 2 shall occur between May 17, 2027 and July 23, 2027. This phase is

intended to:

1. Reinspect previously trimmed spans for regrowth or follow-up

needs.

2. Identify any trees missed during Phase 1.

3. Vegetation that requires immediate action (P1 Inspection).

4. Identify new dead/dying vegetation with strike potential.

5. Minimum of (1) one Certified Arborist required

D. Emergency/ Additional Inspections – Time and Equipment (T&E) for additional

a) For all emergency Time and Equipment (T&E) work, including straight

time and overtime, the Contractor shall check in and check out with a City

of Redding representative at the start and end of each workday. This may

be done in person, by phone/text, or via email, and is required to verify

hours worked. Failure to properly report time may result in denial of payment

for unverified hours.

1. An estimated (up to) (30) Thirty potential inspection days may be

needed throughout the contract term to address weather-related

events and other planned/unplanned service needs. These

additional inspections are anticipated to cover unforeseen

inspection situations. Billed under the optional Time and

Equipment (T&E) provision if requested and authorized.

b) Emergency inspections may be requested on a T&E basis due to:

1. Public Safety Power Shutoffs (PSPS).

2. Extreme weather events.

3. Unplanned emergency service needs.
