INVITATION TO BID
Right-of-Way Tree Inventory
Town Roads
BLOOMFIELD, CONNECTICUT
PUBLIC BID NO. 1162
The Town of Bloomfield is seeking proposals from qualified firms to provide urban forestry services for a right-
of-way tree inventory of municipally owned roads in the Town of Bloomfield. Deliverable item(s) shall be (2)
two hard copies of the tree inventory, one (1) electronic copy on a thumb drive, along with an .CSV electronic
file of the inventory suitable for importation of the data into a yet to be determined tree inventory software.
The Town of Bloomfield maintains 110 miles of town roads and completed 28 miles of right-of-way tree
inventory in fiscal year 2023 in Public Works District 2 (see attached map). The 2023 inventory project resulted
in the identification of approximately 94 trees per road mile. The project goal is to complete the right-of-way
tree inventory in District 2, perform a tree inventory in Districts 1 and 3 and complete as many miles of right-of-
way tree inventory in Districts 4 & 5 as remaining funding will allow. The Town of Bloomfield has received a
Community & Urban Forestry Grant from the Connecticut Department of Energy and Environmental Protection
to perform additional tree inventory along town roads.
Bidders wishing to submit a bid proposal must submit a sealed bid to the Purchasing Manager, Town of
Bloomfield, Town Hall, 2nd Floor, 800 Bloomfield Avenue, Bloomfield, CT 06002, by 1:00 PM (EST) on Thursday,
December 11, 2025, at which time all bids received will be publicly opened and recorded. The invitation to bid
and any addenda can be found on the Town website, https://www.BloomfieldCT.gov/ as well as the State of CT
Department of Administrative Services website, https://portal.CT.gov/DAS/CTSource/portal-page.
The bid envelope is to be clearly marked on the outside with “ITB 1162 – Tree Inventory” and the respondent
company name. One Original (clearly identified as such) along with two paper copies, plus one (1) electronic
copy on a thumb drive shall be submitted. Bids will not be accepted after the stated bid opening date and time.
Faxed and/or e-mailed bids are not acceptable.
Bid Security in the amount of 5 percent (5%) of the Bid must accompany each bid, in accordance with the Bid
Instructions and Information. The successful bidder will be required to furnish Performance and Labor and
Materials Payment bonds, each in amount equal to 100 percent (100%) of the contract price.

Questions regarding this invitation to bid may be directed to the Purchasing Manager, Joseph Muraca, at
JMuraca@BloomfieldCT.org no later than Monday, November 24, 2025, at 4:00 pm EST. Responses to questions
will be posted via addendum by Wednesday, November 26, 2025, at 5:00 pm EST. Questions submitted after
this time will not be accepted. Bidders are requested to limit their communications regarding this Invitation to
Bid to the Purchasing Manager.
The successful bidder (the “Selected Contractor”) shall comply with CONN. GEN. STAT. §§ 4a60, 4a-60a, 4a-60g,
and 46a-68b through 46a-68f, inclusive, as amended.
The Town reserves the right to accept or reject any or all proposal submissions, to waive any technicality in a
proposal or portion thereof submitted, to cancel this RFP for any reason, and to accept any proposal deemed to
be in the best interest of the Town of Bloomfield.

Bidders wishing to submit a bid proposal must submit a sealed bid to the Purchasing Manager, Town of
Bloomfield, 2nd Floor, 800 Bloomfield Avenue, Bloomfield CT, as directed in the invitation to bid, at which time
all bids received will be publicly opened and recorded. One original, along with two paper copies, and one (1)
electronic copy on a thumb drive shall be submitted. The bid envelope is to be clearly marked on the outside
with “ITB 1162 – Tree Inventory” and the respondent company name. Faxed, emailed, or late bids will not be
accepted.
1. All labor, material, transportation, and any incidental charges must be included in the pricing.
2. The Town of Bloomfield is exempt from the payment of taxes imposed by the federal government and/or
the State of Connecticut; such taxes shall not be included in the bid prices.
3. Exceptions to specifications must be clearly stated on a separate piece of paper.
4. Permits:
The Selected Contractor must obtain and bear the cost of all necessary permits, licenses, and fees.
5. Contractor Insurance Requirements:
The Selected Contractor shall be required to furnish proof of the following insurance coverage within
ten (10) days of receipt of the Notice of Selection. Insurance shall be issued by an insurance company
licensed to conduct business in the State of Connecticut with a Best’s Key Rating of A-, VIII or better. Any
and all exceptions must be approved by the Town Manager. Insurance coverage shall remain in full force
for the duration of the Contract term including any and all extensions or renewal thereof. Each insurance
certificate shall contain a (30) day notice of cancellation. All renewal certificates shall be furnished at
least thirty (30) days prior to policy expiration. Any and all deductibles are the sole responsibility of the
Selected Contractor to pay and/or indemnify.
