Sealed bids are requested by the San Antonio Water System (SAWS) for the replacement and installation of slide gates, replacement of Agua Diamond filters, installation of drying bed pump station access hatches, installation of gravity belt thickener feed pump, removal and disposal of sand filter materials, and associated site/civil improvements at Steve M Clouse (SMC) water recycling center (WRC), as included in the Contract Document for the Treatment Facility Construction Contract, SAWS Job No. 25-0143.

Please be advised that Bidders are prohibited from communicating with any other SAWS staff, the Consultant, or City of San Antonio officials regarding this IFB up until the contract is awarded as outlined in the Instructions to Bidders.

. Electronic bids will be received via the secure SAWS FTP site. Sealed bids will be received by Contract Administration, 2800 U.S. Hwy 281 North, Tower II, Customer Center Building, via a drop box located on the left wall when walking through the first set of double glass doors of the main Tower II entry on the north side of the building, San Antonio, Texas 78212. See the Electronic Bid Opening Instructions attachment for additional information regarding an electronic bid submittal. Electronic bids shall be accompanied by a bid bond in an amount not less than five percent of the total bid price. (Or, if providing SAWS with a cashier's check or certified check in an amount not less than five percent of the total bid price, SAWS will request this within 24 hours from the apparent low bidder. Sealed bids must be accompanied by a cashier's check, certified check, or bid bond in an amount not less than five percent of the total bid price.
Bids will then be publicly opened and read aloud by Contract Administration via WebEx.

Good Faith Effort Plan (GFEP) FAQs
*Q: Is the 18% SBOP goal mandatory?
A: No, but prime contractors need to conduct good faith outreach efforts. If the goal is not met, proof of
outreach efforts are required with the submittal.
*Q: What if I am having trouble finding local SBE-certified subcontractors or suppliers?
A: Free, Excel-exportable outreach lists are available at www.sctrca.org.
*Q: I'm a prime contractor. If my business is local and SBE-certified, do I need to find SBE subcontractors and
suppliers?
A: If your company is local and SBE-certified, you will most likely meet the SBOP goal. However, the GFEP is a
required document, and a Good Faith outreach effort is still necessary if subcontractors and/or suppliers
will be used.
*Q: Do I need to include all my subcontractors and suppliers in the GFEP or just those that qualify towards the
SBOP goal?
A: All tiers of subcontractors and suppliers need to be included in the GFEP, even those that do not count
towards the SBOP goal. (Include the non-local and the non-SBE subcontractors and suppliers, too.)
*Q: What if I have questions about the GFEP?
