The Department of Budget & Management (DBM or the Department), Division of Procurement Policy & Administration, is issuing this Request for Proposals (RFP) to provide travel services for State of Maryland employees on official business.

Additional Instructions

The State of Maryland is looking to partner with a high-volume travel vendor that will provide reliable service, secure discounts comparable to GSA per-diem rates, and offer best-in-class reporting and tracking. These features will ensure cost-effectiveness and a safe travel experience for all Maryland employees. The State of Maryland welcomes bids which leverage innovative and modern travel models to improve and optimize the state’s travel experience.

Virtual Teleconference by Calendar Invitation from the Procurement Officer Only. See Section 4.3 for additional details. See Attachment 2 to RSVP by 2:00 pm, July 16, 2025, to attend. To participate in the Virtual Teleconference, all interested parties shall e-mail the Pre-Proposal Conference Response Form (Attachment 2) to the Procurement Officer, Emmanuel Smith (emmanuel.smith1@maryland.gov) no later than 2:00 PM, Wednesday, July 16, 2024. Upon receiving the email, the Procurement Officer will reply with a Google Meet invite to participate in the conference.
