Description:

The goal of this RFP is for the County to offer residents and eligible small businesses access to weekly solid waste collection services that provide a similar economy-of-scale that a large HOA can negotiate. The program would be offered as a subscription-based service in advance of April 2029 where it may become mandatory. The County also manages a subscription-based, bi-weekly, curbside recycling service.   Approximately 9,300 households participate in the program. The County anticipates awarding a contract for the curbside collection of recyclables to coincide with the award of the solid waste collection contract but may choose to award it earlier. Ideally, the same contractor will be selected for both services, but the County retains the option to award the trash collection and curbside recycling contracts separately.   The County owns all the curbside recycling carts currently deployed throughout the County plus an additional 700 spare carts.

ELECTRONIC SUBMISSION OF PROPOSALS
James City County only accepts electronic copies of requested Proposals on Open Bids (formally Demand Star).
To maintain the integrity of the sealed Proposal process, the electronic date and time stamp on Proposals submitted
via Open Bids shall serve as the official delivery time. James City County personnel cannot access the electronic
lockbox until after the deadline specified in the RFP, as amended.
Submit only Proposal files via Open Bids; routine correspondence must be emailed separately to the JCC
Purchasing Office. Do not send hard copies to the Purchasing Office. Proposals must exclude marketing materials,
white papers, or unrelated content. Faxed, hand-delivered, or emailed submissions will not be accepted. Failure
to submit all required information may result in a request for prompt correction, a reduced Proposal evaluation score,
and/or a determination of non-responsiveness.

The Purchasing Department is the sole Point of Contact for this Solicitation unless otherwise instructed herein.

COMPETITION INTENDED
The intent and purpose of this Request for Proposal (RFP) is to solicit, through competitive negotiation,
qualified Contractor(s) that are a fully qualified solid waste company to provide weekly solid waste collection
and bi-weekly recycling services for Roberts District of approximately 3,249 eligible residential households and
eligible small businesses.
It shall be the Vendor's responsibility to advise the James City County Purchasing Office in writing if any
language, requirement, specification, etc., or any combination thereof, inadvertently restricts or limits the
requirements stated in the RFP to a single source. The Purchasing Director must receive such notification no
later than five (5) business days after the release date of solicitation.
BACKGROUND
James City County encompasses approximately 144.1 square miles. The most recent census information shows
that there are approximately 82,710 residents and 36,000 parcels. There are approximately 24,000 households
which are comprised of detached, single-family residences, duplexes, and townhomes.

County will be the billed entity for all participants under this program.
