TO ALL PROSPECTIVE BIDDERS:
The following questions were submitted by potential bidders. Our answers are listed below in
red.
Could you please clarify the following details regarding the transportation needs for this bid:
1. The number of buses required Shelby County does not require buses or determine how many
vehicles are needed to perform the work. The vendor should describe how they plan to deliver the
service.
2. The type and size of buses (e.g., capacity, ADA accessibility, etc.) The vendor should describe
their capacity to meet ADA standards
3. Proposal Due Date: Can Shelby County confirm the correct proposal due date and time? The
RFP cover page and timeline state April 30, 2026 at 4:00 PM CST, while Section XI appears to
state April 27, 2026 at 4:00 PM CST. An addendum will be posted to correct page 27, XI. The
correct due date is April 30, 2026.
4. Historical Volume: Can the County provide historical trip volumes for Transportation and
Assisted Transportation by county, including Fayette, Lauderdale, Shelby, and Tipton, ideally by
month and by service type? The RFP identifies those four counties for scoring purposes, but we
do not see estimated service volume in the materials provided.

5. Current Providers / Incumbents: Can the County identify the current incumbent provider or
providers for each county and service type? Must submit a public records request.
6. Current Rates: Can the County provide the current rates being paid for Transportation and
Assisted Transportation services, including any county-specific or service-specific pricing
differences?

There are few assisted transportation requests in any of the counties an average cannot be
provided. For FY 25/26 there have been 0 assisted transportation trips in Fayette, 0 assisted
transportation trips in Lauderdale, 92 assisted transportation trips in Shelby, and 0 assisted
transportation trips in Tipton.
7. Pricing Structure: Can the County clarify the desired pricing structure for proposals? For
example, should pricing be submitted on a per one-way trip basis, mileage basis, hourly basis,
zone basis, or another format? All transportation services are one way trips as stated in the
transportation services definition in RFP.
8. Award Structure: Can the County clarify the intended award structure? Is Shelby County seeking
one provider by county, one provider by service type, multiple awards, or a broader provider
pool arrangement across the four counties? The RFP notes a goal of contracting with a minimum
of one service provider for each service per county. The county is open to multiple providers or
a single provider in the Public Service Area (Fayette, Lauderdale, Shelby, Tipton counties) The
provider should propose the system and the pricing they would like to provide for the area. The
County would like to contract with a minimum of one service provider for each county served.
9. Vehicle / Accessibility Expectations: Are proposers expected to provide ambulatory service
only, wheelchair-accessible service only, or both? If both, can the County provide any estimate
of accessible trip demand? The proposers should propose the system and describe their capacity
to provide the services to seniors with varying capacities for ambulation. Volume has been
described by County for average monthly person and trip usage.
10. Assisted Transportation Definition: Can the County further clarify the expected level of
assistance for Assisted Transportation, including whether door-through-door, hand-to-hand,
escort into buildings, or other passenger assistance is required? The RFP defines Assisted
Transportation as including escort or other appropriate assistance for a person who has
difficulty using regular vehicular transportation. Assisted Transportation as described in the RFP
is inclusive of services or activities that provide or arrange for the travel cost of individuals from
one location to another. This service includes escort to other appropriate assistance for a person
who has difficulties (physical or cognitive) using regular vehicle transportation. It is expected
that the assistance needed will be determined by the individual assessing the services. The
escort would tailor their service to support the person based on their capacities and difficulties
(physical and cognitive).
12. Regarding Section VII (General Requirements) and Section IX (Scope of Work)
Question: Would the County be interested in proposals from transportation brokers providing
cost-effective alternative solutions utilizing sedans and SUVs as a supplement for small-group
and individual "one-way trips" (e.g., for consumers with specific IEP or McKinney-Vento-
style needs) provided on an as-needed basis? The county welcomes proposals of all types that
would meet the transportation needs of seniors in Fayette, Lauderdale, Shelby and Tipton
counties.
Question: If such alternative vehicles are accepted, will the County consider adjusting
specific vehicle or personnel requirements that are typically non-applicable to non-commercial
sedans (e.g., requirements for large-scale fire extinguishers or first aid kits sized for 10+
passengers), provided the vendor meets all other equivalent safety and certification standards?
The county does not require a specific vehicle type. Safety requirements must be met
regardless of the type of vehicle that is used.
13. Regarding Section XI (Proposal Submission) and Cost/Fees
Question: To offer the most cost-effective solution, our pricing model utilizes a base fee plus
a per-mile fee rather than a traditional per-day or per-hour model. May proposers utilize this
"base + mileage" structure in the scorecard Excel file to ensure costs are evaluated
appropriately? Please describe your pricing model fully in your response to the proposal.
14. Regarding Historical Data and Current Contracting
Question: To assist in providing competitive pricing, could the County provide the following
for the current or previous contract term:
1. Name of current contractor(s). Must submit a public records request.
2. Current contractor rates and a sample invoice. Rate by county previously described.
3. Monthly ridership and total trip mileage per month. Average utilization is previously
described; we don’t track mileage.
4. Average number of riders and average mileage per one-way trip. Average utilization is
previously described; we don’t track mileage.
