REQUEST FOR QUALIFICATIONS
LEGAL NOTICE: The Town of Mansfield is seeking to engage the services of a Consulting
Engineering firm to provide inspection services for the following transportation project: State Project
No. 077-245 Downtown Loop Closure Project, Federal Aid Project No. PEDS (228). The project will
include the construction of approximately 2,800 linear feet of bituminous concrete multiuse trail. This
trail will travel 1,100 linear feet along South Eagleville Road (Route 275) between Maple Road and
Separatist Road and 1,700 linear feet along Hunting Lodge Road between Separatist Road and North
Eagleville Road. An approximately 650 linear foot section may require installation of a permanent soil
nail wall and an additional 250 feet is to be constructed within the flood plain of the Eagleville Brook.
The projected construction cost is expected to be in the range of $2,700,000 with construction anticipated
to begin April 1, 2026 with a duration of 180 days. Firms responding to this request should be of adequate
size and sufficiently staffed to perform the assignment described above.
The Consulting Engineering firm will be evaluated and selected based on technical competence, the
capacity and capability to perform the work, past record of performance, and knowledge of Federal, State,
and Municipal procedures, appropriately weighted in descending order of importance.
The Disadvantaged Business Enterprises (DBE) sub-consultant goal is zero percent.
A letter of interest, together with general information on the firm and proposed sub consultants, the firm’s
brochure, current Federal Form SF330, experience of the firms, and resumes of key personnel are
requested as submitted qualifications. One (1) hard copy and one (1) flash drive of the submitted
qualifications are to be placed in an envelope and addressed to John Carrington, Director of Public
Works, Town of Mansfield, 4 South Eagleville Road, Mansfield, CT 06268 before December 22, 2025
at 2:00 p.m. No proposals will be accepted after the date and time specified. No fax or email submissions
will be accepted.
Personnel in responsible charge of the project will be required to possess and maintain a valid
Connecticut Professional Engineer’s License or have a NICET Level III Inspector Certification.
Prior to the negotiation process, the selected firm will be required to have a CT Department of
Transportation-approved audit as well as current corporate registration with the Secretary of State
(partnership excluded), and will also be required to maintain professional liability insurance coverage
from a firm licensed to do business in the State of CT. Proof of coverage must be submitted prior to the
start of the negotiations process.
The inspection fee will be negotiated on a cost-plus fixed fee basis to the awarded firm, and if no
agreement is reached, the Town of Mansfield will move to the 2nd most qualified firm.
