Summary

STATEMENT OF PURPOSE

The City of American Canyon is soliciting proposals from qualified firms or individuals ("Proposer") to prepare a comprehensive update to American Canyon’s traffic / transportation impact fee program, including preparation of an impact fee nexus study, updated capital improvement project list, fee schedule, implementation recommendations, and related administrative procedures.

After recently updating its new General Plan, American Canyon’s objective is to modernize its existing AB 1600 traffic impact fee program into a legally defensible, transparent, and administratively practical transportation impact fee program that reflects current California law, including the Mitigation Fee Act, AB 602, SB 743 / VMT requirements, residential fee timing requirements, and best practices for impact fee administration.

More details on the City's needs for this work are provided in the scope of work.

Each qualified Proposer is to submit a proposal in conformity with the terms of this Request for Proposal ("RFP") by the deadline below ("Proposal"). The Proposer selected by the City pursuant to the terms of this RFP and the City's contracting procedures, if any is selected, is referred to herein as "Consultant."

SYNONYMOUS TERMS

Unless the use indicates otherwise, as used throughout this bid and its attachments, the following terms are synonymous:

Background

American Canyon currently imposes development impact fees to fund transportation improvements needed to serve new development. American Canyon desires to update the fee program to ensure that fees remain supported by a current nexus study, are proportionate to development impacts, are aligned with American Canyon’s General Plan, Circulation Element, Capital Improvement Program (CIP), VMT policies, and housing production goals, and can be implemented efficiently by City staff.

The selected consultant will work closely with City staff, American Canyon Attorney, and other City consultants as needed. The consultant will be expected to prepare a complete nexus study and fee program suitable for public review, Planning Commission and/or City Council consideration, and future implementation.
