LEGAL NOTICE
Sealed Bids for "Washington Road 69kV Transmission Line - TRANSMISSION LINE
CONSTRUCTION" will be received by the City of Piqua, Ohio, at the Power System Office, addressed
to R.J. Monnier, Power Systems Director, 201 Hemm Ave., Piqua, OH 45356 until 10:00 AM on October
19th, 2026, and at that time will be publicly opened and read aloud. The undersigned proposes and agrees
to furnish any or all items bid and to deliver them to the specific destination at the prices stated herein.
The proposed work consists of performing the following transmission line construction work for the
WASHINGTON ROAD 69kV TRANSMISSION LINE Project - TRANSMISSION LINE
CONSTRUCTION for the City of Piqua, Ohio.

ENGINEER'S ESTIMATE: $1,900,000
Plans and specifications may be picked up at the City of Piqua, Power System Office, 201 Hemm Ave.,
Piqua, OH 45356. The plans will be released via the City of Piqua website at www.piquaoh.gov on
September 8th, 2026.
A pre-bid meeting will be held at 10:00 AM on September 22nd, 2026, at the Power System Office, 201
Hemm Ave., Piqua, Ohio 45356. Attendance is strongly encouraged.
Contact Jill Parrett at jparrett@encompass-ea.com in writing with any questions on specifications, etc. no
later than 4:00 PM on October 13th, 2026. Any changes will be distributed to all known potential bidders
and posted on our web site at www.piquaoh.gov. All vendors are responsible for checking this site for any
additional information.
All bids shall comply with the instructions listed in the Specifications and shall be delivered in a sealed

original bid and one (1) copy of the bid. The undersigned proposes and agrees to furnish any or all items
bid and to deliver them to the specific destination at the prices stated herein. All bids shall comply with the
instructions listed in the Specifications and shall be delivered in a sealed envelope marked as shown above.

BID SUBMISSION REQUIREMENTS
Bids will only be accepted in the following manner:
1. Electronically through the e-bidding and procurement platform, Bid Express.
2. Electronically via email, with the subject line stating the due date and time, the bid package, and
"DO NOT OPEN."
3. Hard copy, delivered in a sealed envelope marked as shown above.
Bids submitted in any manner other than those described above will not be accepted.
Bidders must use the printed forms provided therefore, as none other will be accepted. Each proposal must
contain the full name of the party or parties making the same, and all parties interested therein.
The bid shall be accompanied by a bid bond, redeemable by the City of Piqua, for ten percent (10%) of the
total amount of the bid as a guarantee that if the bid is accepted, a contract will be entered into. In lieu of a
"bid bond", a certified check, on a solvent bank, in the sum of ten percent (10%) of the total amount of the
bid will also be accepted.
The successful bidder will be required to post a performance-payment bond in the amount of one hundred
percent (100%) of the total amount of the contract awarded.
No bidder may withdraw his bid for a period of 90 days after the scheduled closing time for the receipt of
bids.
The City of Piqua, Ohio, reserves the right to reject any or all bids and to waive any irregularities in bidding.
