Transitional Residential Home Services at Tustin Family Campus

The County of Orange, Social Services Agency (hereinafter referred to as “County”), is soliciting proposals from qualified firms (hereinafter referred to as “Respondents”) for Transitional Residential Home Services at Tustin Family Campus . Respondents must meet the minimum qualifications and requirements as set forth within the Request for Proposals (RFP) and be capable of providing services identified in the Scope of Work herein.

The proposed schedule below is subject to change. Any changes to the schedule for the RFP process will be issued to all Respondents via addenda on the County's eProcurement Portal.

This is a fully electronic Request for Proposals (RFP). Respondents must submit their proposals online via the County’s online bidding system. Only electronic proposals will be accepted. All questions or requests for interpretations must be received within this solicitation by Friday, September 11, 2026 , before 4:00 pm as specified in the solicitation. Respondents are not to contact other County personnel with any questions or clarifications concerning this solicitation. Verbal clarifications or responses will not be considered binding.

Transitional Residential Home Services at Tustin Family Campus (TFC) provide temporary housing and supportive services to Non-Minor Dependents (NMDs) participating in Extended Foster Care. The program is intended to support NMDs with diverse and often complex needs in developing independent living skills, increasing self-sufficiency, maintaining housing stability, and preparing for transition to a stable and appropriate living environment. The County is seeking a qualified provider with the experience and capacity to operate a 24-hour residential program, engage and support this voluntary population, provide individualized services, coordinate effectively with SSA, Probation, and community resources, and assist participants in making meaningful progress toward their housing and independent living goals.
